Arizona Title Transfer

An Arizona title transfer is one of the simplest and cheapest in the country. The state title fee is $4, the form set is short, and the AZ MVD Now portal can complete most transactions without an in-person visit. The catch is the timing: the buyer has 15 days to complete the transfer before late penalties begin to accrue, and out-of-state vehicles need a separate VIN inspection before the title can be issued.

Seller responsibilities

The seller's job is to release the title cleanly. That requires:

  • Sign and date the assignment block on the back of the Arizona Certificate of Title.
  • Print the buyer's full legal name and address exactly as it will appear on the new title.
  • Complete the odometer disclosure for any vehicle less than 20 model years old (federal rule).
  • Provide a bill of sale showing purchase price, sale date, and VIN — useful for both buyer and seller in case of later dispute.
  • Submit a Sold Notice at AZ MVD Now within 10 days of sale to release the seller from liability for the vehicle's future use.

The Sold Notice is not the title transfer itself — it's a separate online filing that protects the seller from photo-radar tickets and parking citations the buyer may incur before completing the transfer.

Buyer responsibilities

The buyer must complete the title transfer within 15 days of purchase to avoid a $25 late title fee assessed under ARS § 28-2058. The transfer requires:

  • Properly assigned Arizona Certificate of Title from the seller.
  • Bill of sale showing the purchase price and date.
  • Lien release if the title shows a prior lien that has been satisfied.
  • Emissions inspection certificate (if registering in Maricopa or Pima County emissions areas).
  • Proof of Arizona 25/50/15 liability insurance.
  • Completed Form 96-0236 (Driver License/Identification Card Application) for the buyer if the name is being added to the title for the first time.
  • Completed Form 96-0143 (Title and Registration Application) for an individual buyer.
  • Driver license or state ID for every buyer named on the new title.

Title fees and taxes

The Arizona title fee is $4. At the same transaction, MVD also collects:

  • 5.6% Vehicle Use Tax on dealer purchases and out-of-state private-party purchases (cities and counties may add 0.25% to 4.0% local rate).
  • $8 initial registration fee.
  • $1.50 air-quality fee.
  • The first-year Vehicle License Tax (VLT) for the cycle chosen.

Private-party transfers between Arizona residents typically do not pay use tax, although the buyer is still responsible for VLT. Vehicles received as inheritance, gift, or transfer between immediate family members may qualify for a use-tax exemption if documentation is filed with the title transfer.

Out-of-state vehicles — the VIN inspection

Vehicles entering Arizona from another state require a Level I VIN inspection before MVD will issue an Arizona title. The inspection uses Form 40-5301 and verifies the VIN matches the title and the vehicle. Any state MVD office, ATP, or qualified law-enforcement officer can perform the inspection. The fee at MVD or an ATP runs about $5 to $25. Once the VIN inspection is on file, the rest of the transfer follows the standard process.

Lien releases

If the title shows a lien holder, the lien must be released before MVD will reissue a clear title. Arizona accepts:

  • An electronic lien release transmitted by the lender to MVD (most common for auto loans paid off in the past few years).
  • A physical lien release letter on the lender's letterhead, signed and dated.
  • The original Arizona title with the lien released and stamped by the lender.

Lien holders that have moved or merged may take 5-10 business days to issue a release. Buyers should not pay for a vehicle showing an unsatisfied lien until the release is in hand.

Online title transfer through AZ MVD Now

Many private-party Arizona-to-Arizona title transfers can be completed entirely at AZ MVD Now without visiting an office. Both the buyer and the seller need active AZ MVD Now accounts, and the title must be electronically held by MVD or the prior lender. The online flow walks the buyer through the use-tax calculation, VLT estimate, registration choice, and emissions verification (if applicable), and issues a temporary registration that can be printed at home. The permanent title and plate tab arrive by mail within 10-15 business days. For more complex situations — out-of-state titles, gift transfers, inheritances, or vehicles being titled in a business name — the in-person path at an MVD office or ATP is usually faster.

If the original title is lost or damaged, the seller will need a duplicate Arizona title first. Drivers can also pull their Motor Vehicle Record at the same time as the transfer if MVD requires verification of out-of-state license history.
