Colorado Instruction Permit

A Colorado instruction permit is the entry point for any teen driver under 18, and it is required before practice driving with a parent or guardian. The state runs one of the more structured graduated programs in the country: classroom hours, awareness courses, and a parental affidavit all have to line up before the permit is issued.

Age and pathway options

There are three age-based paths into a Colorado permit, and the path determines how much classroom training the applicant needs:

  • Age 15 to 15½: Complete a state-approved 30-hour driver education classroom course before applying.
  • Age 15½ to 16: Complete a 4-hour Driver Awareness Program approved by the DMV.
  • Age 16 to 21: No driver education or awareness course required; applicants can take the knowledge test directly.

The 30-hour driver education course must be completed at a state-licensed driving school, online provider approved by the Colorado DMV, or accredited high school program. Course completion is reported electronically to the Division of Motor Vehicles.

Documents required

An applicant under 18 must bring all of the following to a driver license office:

  • A certified U.S. birth certificate or valid U.S. passport for proof of identity and date of birth.
  • Social Security card, W-2 from a teen job, or other approved SSN proof.
  • Two proofs of Colorado residency in a parent or guardian's name (utility bill, mortgage, lease, vehicle registration, school enrollment letter).
  • A signed Affidavit of Liability and Guardianship (DR-2460) filled out at the counter by a parent or legal guardian — this transfers civil liability for any teen driving violations until age 18.
  • Proof of completion of the 30-hour driver education course or 4-hour awareness program if required for the applicant's age.

The parent or guardian must appear in person to sign the affidavit. Notarized signatures are accepted only when the guardian is out of state or has an approved hardship.

Fees

The Colorado instruction permit fee is $18.51 (subject to legislative adjustment). The fee covers the permit card and the knowledge exam attempt. A failed knowledge test can be retaken after a one-business-day waiting period.

Knowledge test

The same 25-question, 80%-pass-mark knowledge test described on the Colorado driver license page applies to the permit. Subject areas weighted in Colorado: mountain driving and chain-up rules, slow-vehicle pull-out laws, the move-over law, school-bus passing, and the impaired-driving thresholds. Permit applicants under 18 are not required to take a vision exam beyond the standard 20/40 corrected screen at the counter.

Permit restrictions

A Colorado instruction permit holder may operate a passenger vehicle only with a parent, guardian, certified driving instructor, or licensed adult age 21 or older sitting in the front passenger seat. Other restrictions:

  • No use of a cell phone (handheld or hands-free) while driving — Colorado law bars all phone use by permit holders and minor licensees.
  • All passengers, including the supervising adult, must wear seat belts.
  • The permit must be physically present in the vehicle at all times.
  • No driving alone, even briefly in a parking lot or on private property open to public use.

Practice hours and the 12-month hold

Before applying for a Minor Driver License at age 16, the permit holder must:

  • Hold the permit for a minimum of 12 consecutive months with no traffic convictions or alcohol-related offenses.
  • Complete 50 hours of supervised driving, including 10 hours at night after sunset.
  • Log practice hours on the official Colorado Driver Education Log Sheet — the parent or guardian signs it and submits it at the road test.

If the permit expires before the 12 months and 50 hours are complete, the applicant can renew the permit for another 3 years. If a teen earns a moving violation while holding the permit, the 12-month clean-record clock resets.

Driving with an out-of-state permit

Colorado recognizes valid out-of-state instruction permits while traveling, but residents who establish a Colorado address must convert to a Colorado permit within 30 days.
