Connecticut Teen License (16-17)
Connecticut's graduated driver licensing system places 16- and 17-year-old drivers in a restricted phase that lasts until they turn 18 or — in some cases — earn a clean record long enough to qualify for unrestricted driving sooner. The Connecticut DMV calls this the 16-17 license, and it carries some of the strictest passenger and curfew rules in the Northeast.
Eligibility
To upgrade from a Connecticut learner's permit to a 16-17 license, the applicant must:
- Be at least 16 years old.
- Have held the learner's permit for at least 120 days (with state-approved driver education) or 180 days (without driver education).
- Have completed 40 hours of supervised driving (10 at night) or 22 hours of behind-the-wheel instruction at a commercial school.
- Have completed Connecticut's 8-hour Safe Driving Practices Course.
- Have completed the 2-hour parent training session.
- Pass the road test.
Curfew restriction
A Connecticut 16-17 license holder may not drive between 11:00 p.m. and 5:00 a.m. unless one of the following exceptions applies:
- The driver is going to or from work, with documentation from the employer.
- The driver is going to or from a school activity.
- The driver is going to or from a religious activity.
- The driver is responding to a medical emergency.
An officer who pulls a teen driver over after 11 p.m. without one of these exceptions can issue a curfew violation citation, which adds points and extends the restriction phase.
Passenger restrictions
For the first 6 months of holding a 16-17 license, the teen may carry only their parents or legal guardians as passengers — no friends, no siblings, no extended family. After 6 months, the restriction loosens to include immediate family members. The full passenger restriction lifts only when the driver turns 18 or has held a 16-17 license for 12 months without a moving violation.
Cell phone restrictions
Connecticut bans all cell phone use — handheld and hands-free — for drivers under 18. Adults age 18+ are restricted to hands-free only. A teen pulled over for any cell phone use during the 16-17 license phase faces a 30-day automatic suspension on the first offense, escalating with subsequent violations.
Penalties for violations during the 16-17 phase
Connecticut takes GDL violations seriously. The penalties include:
- First offense (curfew, passenger, or cell phone violation): 48-hour automatic license suspension, $125 fine.
- Second offense: 60-day suspension, $250 fine.
- Third offense: Suspension until age 18 plus a $500 fine.
- Any moving violation conviction during the 16-17 phase resets the no-conviction clock for upgrading to an unrestricted license.
Required-passenger seat-belt rule
Every passenger in a vehicle driven by a 16-17 license holder must wear a seat belt — including those in the back seat. Connecticut adult drivers face the same requirement, but for 16-17 license holders the violation triggers automatic license consequences that don't apply to adults.
Graduating to an unrestricted license at 18
The 16-17 license becomes a full Class D license automatically when the driver turns 18 — no new road test, no new application, no extra fee. The only change is that the GDL restrictions lift on the birthday. Some Connecticut teens who maintain a clean driving record can apply for the unrestricted license slightly earlier through a DMV review, but the standard automatic conversion at age 18 is what most drivers experience.
For everything after age 18, the standard CT license renewal rules apply, with a 6-year cycle on the holder's birthday and a vision screening every other cycle.
