Kentucky Registration Renewal

Kentucky vehicle registrations renew annually on a calendar tied to the registered owner's birth month. The county circuit court clerk mails a renewal notice — Kentucky calls it a tax notice because it doubles as the bill for the annual property tax — about 60 days before expiration. Drivers can renew online, in person, or by mail through the same office that handles all other vehicle transactions.

What's on the renewal bill

Every Kentucky renewal combines two charges that other states often separate:

  • $21 registration fee set by KYTC, plus a small county clerk processing charge.
  • Ad valorem property tax set by the local school district, county, and city, calculated against the National Automobile Dealers Association (NADA) value of the vehicle. A typical 5-year-old midsize sedan generates $80-$200 in annual property tax; a newer luxury vehicle can produce $400 or more.

The tax notice itemizes both. The registration fee is constant year-over-year; the property tax declines with the vehicle's depreciating NADA value.

Online renewal

Kentucky's online renewal portal at drive.ky.gov handles most registration renewals. You'll need:

  • The renewal notice or your license plate number plus last four of the VIN.
  • A current passing emissions certificate if you live in Jefferson, Boone, Campbell, or Kenton county.
  • Proof of Kentucky liability insurance on file (verified electronically through KYTC's Kentucky Online Insurance Verification System).
  • A credit or debit card for the registration fee and property tax.

The new registration certificate prints at home and the windshield decal arrives by mail in 7-10 business days. Online renewal isn't available for vehicles with insurance gaps, expired emissions, an unsatisfied lien, or any registration hold.

In-person renewal at the county clerk

You'll need to visit the county circuit court clerk in person if any of the following apply:

  • The registered owner has changed (the previous owner died, the title was transferred, etc.).
  • The vehicle's address has changed to a different county.
  • You're switching plate types (passenger to commercial, or adding a specialty plate).
  • The registration has been expired more than 60 days.
  • There's a registration hold from another agency requiring documentation.

The county clerk processes the renewal at the counter and issues the new decal on the spot. Most county clerk offices accept cash, check, and card. Bring a current proof of insurance and your driver license.

Mail-in renewal

The tax notice includes a mail-in payment slip. Send a check or money order with the slip, a copy of your insurance card, and (for emissions counties) a copy of the current emissions certificate to the county clerk's address printed on the form. Mail renewal typically takes 2-3 weeks for the new decal to arrive, so don't wait until the last week.

Late renewal

Kentucky adds a $1 monthly penalty for the first 30 days of late registration, then larger penalties after that, plus interest on unpaid property tax. Driving with expired registration is a moving violation that produces a citation and points toward the 12-point suspension threshold. Police can also pull over a vehicle showing expired tags more easily than one current on registration. After 12 months of expired registration, you may be required to title-transfer the vehicle as if it were a new acquisition.

Emissions inspection

Vehicles registered in Jefferson, Boone, Campbell, or Kenton county need a current passing emissions certificate to renew. The certificate is good for 90 days. Most emissions stations email the certificate directly to KYTC, which makes online renewal seamless. If your vehicle fails emissions, you have 60 days to make repairs and re-test before the registration renewal lapses. Outside those four counties, no emissions test is required for renewal.

Specialty and personalized plates

Kentucky issues hundreds of specialty plates — military, university, charitable, and commemorative — at fees ranging from $25 to $50 above the base registration. Personalized "vanity" plates run an additional $25-$50 and require KYTC approval of the chosen letters/numbers (no profanity, no government-style sequences). Plate orders take 4-6 weeks. Renewal continues on the same annual cycle as standard plates.

Renewals after a move
