Getting a Maryland Driver's License
A Maryland MVA noncommercial driver's license is the standard adult license for cars, light trucks, and most personal-use vehicles. The application is well-documented and the skills test is reasonable, but Maryland's graduated rules for new drivers are stricter than most: you'll move through a permit, a provisional, and a full license before reaching the 8-year unrestricted cycle.
Eligibility
The minimum age for a full unrestricted Maryland license is 18, or age 17 plus 18 months of provisional driving with no convictions or at-fault crashes. Adult applicants 18 or older can apply for a noncommercial license without going through the GDL stages, but still need to obtain and hold a Learner's Instructional Permit for at least 45 days before scheduling the skills test. Out-of-state transfers can convert directly with proof of an unexpired comparable license.
Documents required
For a federally compliant REAL ID Maryland license, the MVA requires:
- One identity document — a U.S. birth certificate (with raised seal), valid U.S. passport, or USCIS document for non-citizens.
- Proof of your Social Security number — Social Security card, W-2 with full SSN, or SSA-1099.
- Two proofs of Maryland residency from two different sources, dated within the last two months — utility bill, bank statement, lease, mortgage statement, or vehicle registration card.
- If your name has changed (marriage, divorce, court order), an unbroken paper chain linking the birth name to the current name.
- A completed DL-44 form, which the branch staff will hand you at check-in.
Maryland began issuing REAL ID-compliant cards as standard in 2014, but legacy cards issued before then must be re-verified at the next renewal — bring the documents even if you're "just renewing."
Fees
The Maryland MVA noncommercial driver's license fee depends on the validity period: a full 8-year original license currently costs around $72 (verify at the branch). The fee covers the application, knowledge test, and one skills-test attempt. Repeat skills-test attempts carry a small additional fee per attempt.
Knowledge test
Maryland's knowledge test contains 25 multiple-choice questions drawn from the current Maryland Driver's Manual. You may miss no more than 3 (a 22/25 score, 88%) to pass. Test stations at every branch are available in English and Spanish; the MVA also offers translations for several other languages by appointment. Topics emphasized in Maryland: right-of-way at four-way stops, school-bus passing rules on divided highways, the move-over law for emergency vehicles, BAC tiering between DUI and DWI, and pedestrian crosswalk rules.
Skills test (the road test)
Maryland's skills test runs roughly 15-20 minutes and covers two graded portions:
- Closed-course maneuvers — the parallel parking, two-point turn (Y-turn), and a controlled stop performed in a marked area at the testing branch or third-party test site.
- On-road segment — lane changes with mirror checks, turns from and to the correct lane, controlled-intersection stops, and observance of speed limits.
The most common reasons applicants fail in Maryland: incomplete head checks at lane changes, rolling stops at stop signs and red right-turns, failure to use turn signals at lane changes, and pulling out of the parallel-parking maneuver before reaching the curb. Bring a vehicle with a valid registration, proof of insurance, and working signals, brakes, and seat belts.
License delivery
You'll receive a printed temporary license at the branch that's valid for 30 days. The permanent card is mailed in 4-7 business days. If your card hasn't arrived in 14 days, contact the MVA's customer service line; about 3-4% of permanent licenses are returned to the MVA because of an address mismatch with the postal-carrier database. Once you have the permanent card, the 8-year clock starts and the next renewal is also tied to your birthday cycle.
