Massachusetts Learner's Permit

A Massachusetts learner's permit is the first step in the state's graduated driver licensing program. The Mass RMV calls the credential a Class D Learner's Permit, and it lets a teen behind the wheel only when a properly licensed adult is in the front passenger seat. The permit must be held for at least six months before the holder can road-test for a Junior Operator's License (JOL).

Eligibility

You can apply for a Mass RMV learner's permit at age 16 with the consent of a parent or legal guardian. Adults 18 or older can apply for the permit without parental consent, but the same six-month holding period does not apply once the applicant is over 18 — adults can road-test as soon as they're ready. Under-18 applicants must show enrollment or recent attendance at a Massachusetts public, private, or home school program, per the Commonwealth's compulsory-attendance verification.

Documents to bring

The Mass RMV uses a 6-point ID verification system, the same audit applied to adult license applicants. Permit applicants need:

  • One 4-point primary document — valid U.S. passport or certified U.S. birth certificate with raised seal.
  • One 2-point secondary document — Social Security card, recent W-2, or school photo ID.
  • Two proofs of Massachusetts residency from two different sources, dated within 60 days. For a teen still living at home, the parent's documents work if the parent comes along and signs an affidavit of residency.
  • Parental consent — a parent or guardian must appear in person at the service center to sign the consent line on the application, or pre-sign at a notary if they can't make the appointment.

Knowledge test and vision screening

The permit knowledge test is 25 multiple-choice questions drawn from the current Massachusetts Driver's Manual. The pass mark is 72% (18 correct). The exam is administered on tablets at the service center, with results delivered on the spot. Topics emphasized in Massachusetts: roundabout etiquette, the Move Over Law, four-way stop right-of-way, school-bus passing on divided highways, and BAC thresholds for OUI under c. 90 § 24.

A vision screening is administered at the same visit. The Mass RMV standard is 20/40 in at least one eye, with or without correction; corrective-lens restrictions are noted on the permit and carry over to the eventual JOL or Class D license.

Permit fee

The Massachusetts learner's permit fee is $30, valid for two years from the date of issue. If the holder doesn't road-test within two years, the permit can be renewed once by retaking the knowledge test.

Permit restrictions

Mass RMV permit holders are subject to a tighter set of restrictions than most New England states:

  • The permit holder may drive only when a licensed Massachusetts driver age 21 or older with at least one year of license history is in the front passenger seat.
  • The supervising driver must be physically and mentally able to take control of the vehicle if needed (no sleeping, no impairment).
  • Hand-held phone use is prohibited at all times — Massachusetts banned hand-held devices for all drivers in 2020, with no exceptions for permit holders.
  • Permit holders under 18 cannot drive between 12:30 a.m. and 5:00 a.m. for any reason.
  • Every occupant must wear a seatbelt regardless of seating position.

The 6-month holding period

The permit must be held without violations for a minimum of six months before the holder is eligible to schedule a road test. Any moving-violation conviction during the permit period restarts the six-month clock. Under-18 applicants also need to complete Driver Education (a state-approved 30-hour classroom + 12-hour in-car curriculum) and log the supervised hours described on the JOL page before the road test.

Common reasons applications get bounced

  • Birth certificate is a hospital "souvenir" copy without a raised seal — only certified copies count toward the 4-point primary requirement.
  • Parent can't attend in person and arrives without a notarized consent form.
  • Social Security card is laminated — Mass RMV does not accept laminated SSN cards.
  • Residency documents are addressed to the parent only and the teen is not listed.
  • Vision is below 20/40 and no corrective lenses are presented at the screening.

Most service centers schedule learner's-permit appointments through the myRMV portal up to 14 days in advance. Walk-ins are accepted at all 30 RMV centers but typically wait 60-90 minutes during after-school hours. Plan the visit for a weekday morning if you can.
