Replacing a New York Vehicle Title
If a New York title is lost, stolen, damaged, or destroyed, the registered owner can apply for a duplicate using form MV-902. The application is straightforward when the vehicle is owned outright; it gets more complex when an active lien is on file or the title was originally issued in another state.
When to apply for a duplicate
- The original title cannot be located after a thorough search.
- The title is damaged or torn (water, fire, ink bleed) and unreadable in the assignment area.
- The title was stolen and a police report has been filed.
- The title was issued under a previous name and a name-change rider needs to be applied.
- The lienholder has released the loan but cannot locate the paper title.
What you'll need
- A completed MV-902, signed by every owner listed on the original title.
- Proof of identity worth six DMV points — usually a current New York driver license.
- The vehicle's current registration card or plate number.
- A completed lien-release form (MV-901) if the lien has been satisfied but is still on the DMV record.
- Payment of the $20 duplicate-title fee.
Where to apply
Most New York drivers complete the duplicate-title application by mail. Send the signed MV-902 and check or money order to the DMV's Title Services office in Albany. The new title arrives in 90 days — sometimes longer during peak periods. Walk-in applications are accepted at state DMV offices, but the office only takes the documents; the title is still printed and mailed from Albany.
Liens on file
If the DMV record shows an active lien, the duplicate title will be mailed directly to the lienholder rather than to the owner. To redirect the title:
- Have the lienholder file form MV-901 (Lien Release) with the DMV indicating the loan has been paid in full.
- Allow 2-4 weeks for the lien to be cleared from the electronic record.
- Then submit the MV-902 duplicate-title application.
Skipping these steps and submitting the MV-902 first usually results in a "title held by lienholder" message and a wasted fee.
Out-of-state titles
If your most recent title was issued by another state and you are now a New York resident, the duplicate has to come from the issuing state, not from New York. After receiving the duplicate from the original state, you can transfer it into New York using the standard procedure on the title transfer page. The DMV cannot issue a duplicate of a title it never originally produced.
Bonded titles for older vehicles
For vehicles older than 1973, New York does not issue paper titles — only "transferable registrations." If you have lost a transferable registration, the replacement is $3 and is processed through MyDMV in minutes. For abandoned or hobby vehicles where no chain of ownership exists, New York occasionally accepts bonded titles through a longer Vehicle Identification Number verification process; consult the DMV's "Title Services" page for the current bonded-title workflow.
Replacing a title and registration together
If both the title and registration are lost (a common scenario after a fire or flood), submit the MV-902 along with form MV-82 to replace the registration in the same envelope. The DMV charges $3 for the replacement registration and $20 for the duplicate title; the new registration card arrives in 7-10 days while the title takes the full 90.
If the title shows up after you applied
If the original title resurfaces after the duplicate application is filed, destroy the original. The DMV cancels the original electronically when it issues the duplicate, and using a cancelled title to transfer ownership at a later date will result in a rejected application. Keep the new duplicate filed with your important documents until the next sale — that's the only document the DMV will accept going forward.
