North Carolina Limited Learner Permit (Level 1)
North Carolina's first level of graduated driver licensing is the Limited Learner Permit. It is the entry point for any driver under 18 and runs as the "Level 1" stage of the state's three-tier GDL program. The minimum age to apply is 15, and the permit must be held for at least 12 months before the holder can move to the Limited Provisional License at age 16.
Eligibility
To apply for a Limited Learner Permit, the applicant must:
- Be at least 15 years old.
- Be enrolled in or have completed a state-approved driver education course.
- Have a parent or legal guardian present at the license office to sign a consent form.
- Demonstrate proof of school enrollment or a high school equivalency — NC's "Drivers Education Eligibility Certificate" (form DEC) issued by the school certifies enrollment status.
- Pass the standard knowledge, sign recognition, and vision screenings.
Driver education — required for under 18
North Carolina requires every applicant under 18 to complete a state-approved driver education course before testing for any level of license. The course is 30 hours of classroom instruction plus 6 hours of behind-the-wheel training in a dual-control vehicle. Public schools, private driving schools, and some community colleges all offer it. Tuition at public schools is free or nominal in most counties, while private schools charge $300 to $500 for the full package.
The driver education course produces a DEC certificate that the applicant brings to the license office. The DMV will not issue any GDL credential without a current DEC on file.
Documents required
- Certified U.S. birth certificate or valid U.S. passport.
- Social Security number proof — SSA card, W-2, or 1099.
- Two proofs of NC residency from two different sources, dated within the last 60 days.
- Driver education certificate (DEC).
- Limited Learner Permit Driving Log (also called the Level 1 log).
- Completed DL-2 application form.
- Parent or guardian present to sign Form DL-401 (financial liability consent).
Knowledge test
The Limited Learner Permit knowledge test is the standard 25-question NC exam, requiring an 80% passing score. The same test is used for adult Class C applicants. Topics emphasized: NC's school bus stop law, distracted driving statute, the move-over law, seat belt rules, and the BAC tables. Sign recognition is tested separately on the same kiosk.
Vision screening
Every Level 1 applicant takes a basic vision screening at the license office. The standard is 20/40 acuity with at least one eye. Drivers requiring corrective lenses receive an "01" restriction; the same restriction carries through to the Level 2 and Level 3 cards.
Permit restrictions
Level 1 drivers operate under the strictest GDL restrictions:
- Must be accompanied at all times by a supervising driver who is at least 21 years old, holds a valid license, and is seated in the front passenger seat.
- May only drive between 5 a.m. and 9 p.m. for the first 6 months — full clock available after 6 months of clean driving.
- Cellphone use of any kind, hands-free or otherwise, is prohibited while the vehicle is in motion.
- Every occupant must wear a seat belt at all times.
- Zero-tolerance BAC — any detectable amount of alcohol triggers an immediate revocation.
Curfew exceptions apply for emergency travel, work-related driving with documentation, and driving to or from school events with a parent's signed authorization.
Supervised practice — the Level 1 log
NC requires Level 1 drivers to log at least 60 hours of supervised driving, of which 10 hours must be at night. The supervising driver must be the parent, guardian, or another adult 21 or older who has held a license at least 5 years. The Level 1 driving log must be signed by the supervising driver and presented at the road test for the Limited Provisional (Level 2) License. Most schools provide a printable log; the DMV also publishes one as part of the GDL packet.
Fees
The Limited Learner Permit fee is $21.50 for a 1-year permit, with the permit valid until the holder either upgrades to Level 2 or turns 18 (whichever comes first). Renewal of the permit, if needed, costs the same.
Moving on to Level 2
After holding the Level 1 permit for 12 months without any moving-violation conviction or seat-belt or cellphone violation, the driver can return to the license office for the road test and graduate to the Limited Provisional License. Any violation during the Level 1 period restarts the 12-month clock — the applicant must complete another 12 violation-free months before testing.
Adult applicants
Drivers 18 or older do not need a Level 1 permit and bypass driver education. Instead, adult applicants get a standard NC learner permit good for 1 year, allowing supervised practice while studying for the road test. Adults can take the road test at any time after the permit is issued and there is no minimum holding period.
