Ohio Learner's Permit (TIPIC)

Ohio's learner permit is officially called a Temporary Instruction Permit Identification Card (TIPIC). The card lets a new driver practice on public roads while supervised by a licensed adult, and it is the gateway to driver education for anyone under 18. The minimum age to apply is 15 years and 6 months, and the permit is valid for one year — long enough to complete classroom instruction, behind-the-wheel hours, and the 50-hour supervised practice requirement before testing for a probationary license.

Eligibility and parental consent

Applicants under 18 must have a parent or legal guardian present at the Driver Exam Station to sign a consent affidavit. Ohio law makes that signing adult financially liable for any negligence committed by the minor while driving. Adults 18 and older can apply for a TIPIC as well — there is no upper age limit — and they do not need to enroll in driver education, although the same 6-month permit hold applies before they can test for a full Ohio driver license.

Documents required

Applicants must present, at minimum:

  • Proof of full legal name and date of birth — certified birth certificate or valid U.S. passport.
  • Proof of Social Security number — SSA card, W-2, or 1099.
  • Two proofs of Ohio residency from two different sources (utility bill, bank statement, lease, school enrollment letter).
  • Parental consent affidavit signed at the exam station for applicants under 18.
  • School attendance form for applicants under 18 — Ohio's compulsory school attendance rule conditions the permit on enrollment.

Knowledge test

The TIPIC knowledge test is the same 40-question exam used for adult licenses, requiring a 75% passing score. The Ohio Digest of Motor Vehicle Laws is the source material. Topics emphasized: traffic signs, OVI thresholds, school bus stop laws, distracted-driving rules, right-of-way at intersections, and Ohio's move-over law. The exam is delivered on touch-screen kiosks at every Driver Exam Station and can be retaken as needed.

Vision screening

Applicants take a basic vision test at the exam station. Drivers who already wear corrective lenses can present them at the screening, in which case the resulting permit is endorsed with a "B" restriction. Failure to meet the vision standard sends the applicant for an eye exam with a private optometrist, who completes BMV 2310 for the bureau.

Driver education for under-18 applicants

Ohio requires every applicant under 18 to complete an approved driver education program before testing for a probationary license. The program has two parts:

  • 24 hours of classroom or online instruction from a state-approved school.
  • 8 hours of behind-the-wheel training with a certified instructor in a dual-control car.

The 8 hours of behind-the-wheel must take place after the student receives the TIPIC, since the student is the one driving. Most schools schedule four 2-hour BTW sessions across the permit holding period.

Supervised practice — 50 hours

In addition to driver education, every applicant under 18 must complete and document 50 hours of supervised driving, of which 10 hours must be at night. The supervising driver must be a licensed adult 21 or older who is seated in the front passenger seat. Ohio requires a notarized log signed by the supervising parent or guardian to be presented at the on-road test. Adult applicants are not subject to the 50-hour log.

Permit restrictions

While holding a TIPIC, drivers under 18 must:

  • Be accompanied at all times by a licensed adult 21 or older in the front passenger seat.
  • Wear seat belts and require all passengers to do the same.
  • Refrain from using a mobile phone of any kind, including hands-free, while the vehicle is in motion.
  • Maintain a 0.02% BAC or lower at all times — the under-21 OVI threshold.

Fees

The TIPIC fee is $23.75 for the standard four-year card and the same for the federally compliant version. Driver education tuition varies by school but typically runs $300 to $450 for the full classroom-plus-BTW package. Behind-the-wheel-only sessions for adults are about $50 to $75 per hour at most state-approved schools.

Moving on to a probationary license

Once a teen has held a TIPIC for at least 6 months, completed driver education, completed the 50-hour log, and is at least 16 years old, they can return to a Driver Exam Station for the maneuverability and on-road tests. Passing both leads directly to the probationary license with its own set of restrictions.
