Oklahoma Intermediate License (Age 16)

Oklahoma's graduated driver licensing system places 16-year-old drivers in an "intermediate" phase between the supervised learner permit and the unrestricted Class D license available at age 17. The intermediate license carries curfew and passenger restrictions designed to limit the highest-risk driving conditions for new teen drivers.

Eligibility

To upgrade from a learner permit to the Oklahoma intermediate license, the applicant must:

  • Be at least 16 years old.
  • Have held the learner permit for at least 6 months.
  • Have completed 50 hours of supervised driving, including 10 hours at night, with the supervised driving log signed by the supervising adult.
  • Have completed a state-approved driver education course (mandatory for permit issuance and verified again at intermediate-license issuance).
  • Pass the road test administered by Service Oklahoma or a contracted examiner.
  • Have a clean driving record during the permit phase — no convictions for moving violations.

Curfew restriction

An Oklahoma intermediate license holder may not drive between 10:00 p.m. and 5:00 a.m. unless one of these exceptions applies:

  • Going to or from work, with documentation from the employer.
  • Going to or from a school activity.
  • Going to or from a religious activity.
  • Responding to a medical emergency.
  • Accompanied by a licensed driver age 21 or older in the front passenger seat.

Passenger restriction

For the duration of the intermediate phase, the teen driver may have only one non-family passenger in the vehicle at a time. Family members (siblings, cousins under 18) don't count toward the limit. The rule is designed to reduce distraction in the highest-risk first year of solo driving — multiple peer passengers are a documented predictor of teen-driver crashes nationally.

Cell phone and electronic device ban

Oklahoma prohibits all cell phone use — handheld and hands-free — for drivers under 18. An intermediate license holder caught using a cell phone faces an automatic 6-month extension of the intermediate phase and a citation. Repeated violations can trigger suspension or revocation under Service Oklahoma's GDL enforcement procedures.

Penalties for violations during the intermediate phase

Oklahoma's intermediate-phase enforcement includes:

  • First violation (curfew, passenger, or cell phone): warning citation and 6-month extension of the intermediate restrictions.
  • Second violation: 30-day license suspension plus 6-month extension.
  • Third violation: 90-day suspension; restrictions remain in place until age 18 regardless of clean record.
  • Any moving violation conviction: extends the intermediate phase by 6 months from the conviction date.

Seat-belt rule

Every passenger in a vehicle driven by an Oklahoma intermediate license holder must wear a seat belt. Oklahoma's adult driver seat-belt law also applies, but the GDL system makes any violation by a teen driver a separate enforcement issue with license-action consequences.

Graduating to the unrestricted license at age 17

The intermediate license becomes a full Class D license automatically when the driver turns 17, provided they've held the intermediate license for at least 6 months without a moving violation conviction. No new road test is required. The license card is reissued without restriction codes; some teens replace the physical card to remove the visible "intermediate" notation, while others keep the existing card until natural expiration.

Drivers who accumulate convictions during the intermediate phase may have to wait until age 18 for the unrestricted upgrade.
