Tennessee Duplicate Title

A Tennessee duplicate title is the official replacement for a paper title that's been lost, damaged, stolen, or never received from TDOR after a prior transaction. The application runs through the TDOR Vehicle Services Division in Nashville, with intake at your local county clerk's office. The TDOR title fee for a duplicate is $14, and turnaround is typically 4-6 weeks because all duplicates are reviewed by hand to prevent fraud.

When you need a duplicate

  • The original Tennessee paper title was lost or destroyed.
  • The original was damaged (water, ink bleed, illegible).
  • The title was stolen — file a police report first; TDOR requires the report number on the affidavit.
  • The paper title was never received after a previous title transfer (typical mail-loss scenario, especially for newly registered vehicles).
  • The lien was satisfied and the lienholder did not return the title to the new owner.
  • The owner's name on the existing title is misspelled and a corrected duplicate is needed.

Form SF-1300 (Affidavit for Replacement Title)

Tennessee uses Form SF-1300 — Affidavit for Replacement Title — for duplicate-title applications. The county clerk has copies, or you can download from the TDOR website. Complete every block. The form requires:

  • Full legal name and address as currently on the TDOR file.
  • Vehicle Identification Number (VIN), exact year, make, and model.
  • Plate number and current registration number, if known.
  • The reason for the duplicate (lost, damaged, stolen, never received).
  • Current odometer reading.
  • Owner's signature, notarized by a Tennessee notary public (mandatory).

The notarization is the source of most rejected SF-1300 applications. Make sure both the owner's signature AND the notary's stamp are dated within 30 days of submission.

If there's an active lien

When a lienholder is on file for the vehicle, the duplicate title is mailed directly to the lienholder, not to the registrant. The lender then forwards the title (or holds it on file) per the lender's policy. Some lenders charge a separate processing fee on top of the $14 — that's a private fee, not state-imposed. If you've satisfied the loan and the lien hasn't been released on the TDOR record, the lender's lien release letter must accompany the SF-1300.

Where to submit the application

Tennessee duplicate titles are submitted through your local county clerk's office, who forwards the SF-1300 and supporting documents to TDOR Vehicle Services in Nashville. You cannot submit the SF-1300 directly to TDOR by mail — it has to flow through the county clerk for fee collection and intake validation.

Bring to the county clerk:

  • Completed SF-1300 with notarized signature.
  • Police report (theft cases only).
  • Lien release letter (if applicable).
  • The $14 title replacement fee.
  • Current Tennessee driver license or Tennessee ID matching the registrant on file.

Processing timeline

Standard duplicate-title processing is 4-6 weeks from the date the application is forwarded by the county clerk to TDOR. Tennessee does not offer expedited processing for duplicate titles — Tennessee processes all titles in the order received at the Vehicle Services Division. Title-fraud detection is one reason the manual review takes time; Tennessee participates in NMVTIS (National Motor Vehicle Title Information System) and cross-checks every duplicate against the federal database.

Selling a vehicle while waiting on a duplicate

You cannot complete a private-party title transfer in Tennessee without the paper title in hand. If you've sold or are selling the vehicle while a duplicate is in processing, the buyer typically holds back final payment until the seller can deliver the duplicate signed-over. A bill of sale and a copy of the SF-1300 receipt are not legally sufficient to register the vehicle in the buyer's name. Plan accordingly — order the duplicate well before listing the vehicle.

What's not a Tennessee duplicate title

  • Bonded title — Tennessee does not issue bonded titles. If you have a vehicle with no chain of title, you'd need to pursue a court-ordered title or use a private title-recovery service.
  • Salvage / rebuilt title — Vehicles totaled by an insurer receive a salvage title. Salvage-to-rebuilt conversion uses Form RV-F1322501 and a separate inspection process at TDOR-approved facilities.
  • Out-of-state title — If the prior state's paper title was lost before you moved to Tennessee, you generally need to obtain a duplicate from that state first, then transfer to a Tennessee title once it arrives.

Replacing just the registration certificate

If the registration certificate (the printed cardstock kept in the glovebox) is lost but the title is intact, you don't need a duplicate title — just a duplicate registration. Replacing a license plate

If the metal plate or sticker is lost or stolen, replacement is also handled at the county clerk. The replacement plate fee is $13.25 (state portion) plus the standard county wheel-tax surcharge if a new plate number is being issued. A police report is required for stolen plates. The replacement is issued the same day at the county clerk counter.

For all duplicate-title work, plan around the 4-6 week TDOR turnaround.
