USVI Vehicle Registration
USVI vehicle registration is processed at the BMV office on your home island. New residents have 30 days from establishing residency to register a vehicle. Imported vehicles (the most common case, since USVI has no on-island manufacturer) are subject to a 4% excise tax collected by the USVI Bureau of Internal Revenue at the time the vehicle clears customs.
Where to register
Vehicle registration happens at the BMV office on your home island: St. Thomas (Charlotte Amalie), St. Croix (Christiansted), St. John (Cruz Bay), or by scheduled visit at Water Island. Each office handles registration for vehicles housed on its island. If you live on St. John but bought a vehicle on St. Thomas, the registration is processed on the island where the vehicle will be housed.
The 30-day deadline
USVI requires vehicle registration within 30 days of:
- Establishing USVI residency.
- Purchasing a vehicle from a private party in USVI.
- Buying a new vehicle from a USVI dealer (the dealer typically handles the initial registration but the buyer is responsible for follow-up).
- Importing a vehicle from the U.S. mainland or from another country.
Driving an unregistered vehicle past the 30-day window is a misdemeanor traffic offense. Penalties accumulate quickly when an unregistered vehicle is also uninsured.
Documents required
Bring to the BMV office:
- The vehicle's title, properly assigned by the seller (or a manufacturer's statement of origin for new vehicles).
- For imported vehicles, the customs paperwork and proof of excise tax payment from the USVI Bureau of Internal Revenue.
- A bill of sale or sales agreement showing the purchase price.
- Proof of USVI auto insurance meeting the 25/50/10 liability and 25/50 UM minimums.
- The current odometer reading, disclosed on the title or on a separate form.
- Your USVI driver's license or other government ID.
- A passing safety inspection certificate from a BMV-approved station.
- A completed BMV-3 registration application and BMV-2 title application.
Excise tax on imported vehicles
USVI's 4% excise tax applies to vehicles imported into the territory — which is the vast majority of vehicles on the islands. The tax is calculated on the value declared at customs and is collected by the USVI Bureau of Internal Revenue, not by the BMV. The BMV will not register a recently-imported vehicle without proof of excise tax payment. Used vehicles bought from a USVI resident are typically not re-taxed (the original importer paid it), but the BMV may verify the chain of ownership.
Other fees
- Title fee — $35.
- Annual registration tax — varies by vehicle type and weight, typically $30 to $90 for passenger vehicles.
- Plate fee — included in initial registration.
- Safety inspection — performed at a BMV-approved station, typically $25 to $35.
Annual safety inspection
USVI requires annual safety inspection at a BMV-approved station on each island. Inspections cover brakes, lights, tires, signals, mirrors, horn, windshield wipers, and emissions equipment where applicable. Failed inspections require repairs and a re-inspection within 30 days. License plates
USVI license plates feature the territorial seal and the slogan "American Paradise." Plates are issued by the BMV at registration; specialty plates (military, antique, government) are also available. See the other vehicle registrations page for plate options.
After registration
The BMV issues plates and a registration card on the spot when paperwork is complete. The title arrives by mail in 6 to 8 weeks; if a lender holds a lien, the title is mailed to the lender.
