Other Virginia Vehicle Registrations

Virginia titles and registers more than just passenger cars and light trucks. The same DMV that handles a standard Class D vehicle also covers trailers of every weight class, motorcycles and mopeds, RVs and motor homes, antique vehicles, farm-use designations, and a small handful of specialty categories. Each has its own application track and fee structure.

Trailers

Every trailer driven on Virginia roads must be titled and registered, regardless of size. Plates and fees are calculated by gross weight:

  • Under 1,500 lbs: standard trailer plate, $14.50 per year.
  • 1,500-4,000 lbs: $26 per year.
  • Over 4,000 lbs: $40-$120 depending on weight class.
  • Boat trailers: registered the same as utility trailers; the boat itself is registered separately with the Department of Wildlife Resources.

Trailers must pass an annual safety inspection, with very limited exceptions for trailers used only for farm work.

Motorcycles

Motorcycle riders need an M class endorsement on their Virginia driver's license. New riders earn the endorsement by passing a Motorcycle Safety Foundation Basic RiderCourse (which the DMV accepts in lieu of the road skills test) and the motorcycle knowledge exam. Registration is the same VSA 14 used for cars; the registration fee is $23.75 per year for motorcycles. A safety inspection is required annually at any state-licensed motorcycle inspection station — not all car-only stations are certified.

Mopeds

Virginia mopeds — defined as 50 cc or less, with a top speed of 35 mph — must be titled and registered, but riders do not need a driver's license to operate one as long as they are 16 or older. Moped registration is $25. Riders under 21 must wear a DOT-approved helmet; all moped operators must carry photo ID at all times. Mopeds are not allowed on interstate highways.

Recreational vehicles

Self-propelled motor homes are registered as motor homes and pay registration fees scaled to gross weight, beginning around $45 per year for a Class B and rising to $120 or more for Class A diesel pushers. Towable RVs (travel trailers, fifth wheels, pop-ups) register as trailers in the appropriate weight class. RVs based in Northern Virginia must pass biennial emissions inspection unless the RV is exempt by age or fuel type.

Antique vehicles

A vehicle 25 years or older from the model year may register as an antique. Antique plates carry a one-time fee (currently $50) with no annual renewal — the registration is permanent for as long as the owner holds the vehicle. Restrictions: antique-plated vehicles cannot be used for general transportation; they may be driven to and from car shows, parades, and exhibitions, and to and from a service appointment, but not to commute to work. Antique vehicles are exempt from the safety inspection.

Farm-use designation

Farm vehicles operated within 75 miles of the farm headquarters may use a "Farm Use" designation in lieu of standard registration. The vehicle must display a permanent "Farm Use" placard, must be insured, and must be used solely for agricultural work. Farm-use vehicles cannot operate on interstate highways or be used to haul non-agricultural cargo. As of recent General Assembly changes, Virginia has tightened farm-use enforcement; placards are now obtained from the DMV rather than self-made signs.

Off-highway vehicles

Virginia does not register all-terrain vehicles, dirt bikes, and similar off-highway vehicles for road use. ATVs are titled (but not registered) so that ownership can be documented for sale and theft recovery. Off-highway vehicles are not permitted on Virginia public roads except in a small handful of localities that have authorized them for specific street segments.

Specialty and personalized plates

Virginia issues hundreds of specialty plates: military service, university affiliations, environmental designs, and charitable causes. Most carry an additional annual fee of $15-$25, with a portion routed to the related cause. Personalized plates (custom letters and numbers) add $10 per year to the base registration fee. The DMV's online plate designer lets registrants check availability before paying.
