Registering a Vehicle in Washington
Washington requires every motor vehicle, trailer, and motor home kept in the state to be titled and registered. New residents have 30 days from establishing residency to register; in-state buyers have 15 days from purchase to file a title application without a late penalty. Title and registration work is handled by vehicle licensing subagents — county auditors and contracted private offices — not at a Washington DOL driver licensing office.
What you'll bring to the subagent
Walk into any Washington vehicle licensing subagent with:
- The current title, properly assigned to the buyer with odometer disclosure on the back.
- A bill of sale or buyer's order showing the purchase price (Form TD-420-065 is acceptable).
- An emissions certificate only if the prior state required one and the vehicle is being transferred from that state — Washington itself no longer requires emissions inspection.
- Proof of Washington liability insurance meeting at least 25/50/10 limits.
- Photo ID for the registrant.
- A completed TD-420-001 Vehicle Title Application.
- A completed TD-420-040 Vehicle Registration Application (if registering as well).
Sales and use tax at registration
Washington collects sales tax at registration on private-party sales — the dealer collects on dealer sales. The state base rate is 6.5%, with local rates added on top. Total combined rates range from about 7.4% in some rural counties to 10.4% in Seattle and several other Puget Sound cities. The tax is calculated on the higher of the actual sale price or the fair market value as published in the state's vehicle valuation tables — Washington pursues underreporting on private sales aggressively.
Sound Transit MVET
Vehicles registered inside the Sound Transit district — which covers most of King, Snohomish, and Pierce counties — pay an additional 0.3% Motor Vehicle Excise Tax (MVET) at registration and again at every renewal. The MVET is calculated on a statutory depreciation schedule set by the legislature, not on the resident's actual purchase price. For a recent vehicle the MVET can add several hundred dollars per year on top of base registration fees. Drivers moving from outside the Sound Transit district into King, Snohomish, or Pierce counties typically see the cost at the first renewal in their new address.
Title and registration fees
Washington base fees for a passenger vehicle:
- Title fee: $15.
- Title filing fee: $4.50.
- Service fee at a subagent: $12 (varies slightly by office).
- Annual base registration: $30, plus the variable MVET inside the Sound Transit district.
- Weight-based fees for larger vehicles: $25-$72 depending on gross weight.
- Electric vehicle annual fee: $225 (an additional $75 in some counties).
No safety or emissions inspection
Washington eliminated the state vehicle safety inspection in 2020 and ended its emissions testing program for new vehicles even earlier. There is no statewide annual inspection requirement that gates registration renewal — the state simply mails or transmits a tab with the renewal. Some emissions-affected vehicles arriving from California or another emissions state may need a one-time documentation step the first time they're titled in Washington.
New residents: the 30-day clock
Washington treats vehicles brought into the state as out-of-state until they are titled and registered locally. The deadline is 30 days from establishing residency. Driving on out-of-state plates beyond the 30-day window is a moving violation. New residents who register within the window pay the use tax on the vehicle's fair market value, with credit for sales tax already paid in another U.S. state.
Use tax exemptions
Washington exempts certain registrations from sales/use tax:
- Transfers between immediate family members (spouse, parent, child, sibling, grandparent, grandchild) where no consideration changes hands.
- Inherited vehicles from a Washington decedent's estate.
- Active-duty military members claiming Washington as home of record while stationed elsewhere.
- Vehicles awarded in a divorce decree.
