West Virginia Vehicle Registration

West Virginia vehicle registration is processed at any WV DMV regional office. The state collects a 6% Privilege Tax at title transfer (which functions as a vehicle sales tax), a base registration fee of approximately $51.50, plus the cost of an annual safety inspection at a state-licensed inspection station. New residents and new buyers have 30 days to register, and the personal property tax assessed by the county must be current at every renewal.

Deadlines

West Virginia residents have 30 days from establishing residency or from the date of vehicle purchase to register their vehicle. Driving on out-of-state plates beyond the deadline is a moving violation, and any accident during that window can complicate insurance claims.

Documents required

Bring the following to any WV DMV regional office:

  • The vehicle's certificate of title, properly assigned to you. If a lienholder holds the title, an electronic title verification will substitute.
  • Proof of identity: West Virginia driver license, passport, or other government-issued photo ID.
  • Bill of sale or dealer invoice showing the purchase price and date.
  • Odometer disclosure for vehicles 9 model years old or newer.
  • Completed DMV-1 Application for Vehicle Registration form.

The 6% Privilege Tax

West Virginia collects a one-time 6% Privilege Tax on vehicle title transfers, calculated on the higher of:

  • The actual purchase price as shown on the bill of sale.
  • The vehicle's NADA-listed clean trade-in value as of the title transfer date.

The minimum Privilege Tax is $30 regardless of the vehicle value. A new vehicle purchased for $25,000 produces a $1,500 Privilege Tax bill at registration, payable at the WV DMV regional office. New residents transferring an out-of-state title to West Virginia do not owe Privilege Tax if they have owned the vehicle for at least 30 days outside West Virginia and the title has not changed hands.

Standard fees

Beyond the Privilege Tax, West Virginia registration fees include:

  • $51.50 base registration fee for a passenger vehicle (annual).
  • $15 title fee.
  • $10 lien fee if the vehicle is financed.
  • $5 Motor Vehicle Safety Equipment fund fee.

Annual safety inspection

Every newly registered passenger vehicle must pass a West Virginia safety inspection at a state-licensed inspection station before registration is issued. The inspection covers brakes, tires, suspension, lights, exhaust, mirrors, glass, horn, wipers, and VIN verification. Inspections cost about $14 plus the cost of any repairs needed to bring the vehicle into compliance. Inspections must be renewed annually thereafter, with the inspection sticker on the windshield showing the month of expiration.

County personal property tax

West Virginia is one of a small number of states that levies an annual personal property tax on vehicles. The tax is assessed by the county sheriff or assessor in the county where the vehicle is principally garaged. The vehicle owner files a personal property assessment in the summer; the bill arrives in late summer with payment due by September 1. Payment of the personal property tax is verified at the next registration renewal — the WV DMV will not renew without proof of payment.

Plates

West Virginia issues blue and gold plates with the "Wild and Wonderful" motto. Standard passenger plates are assigned at the regional office. Specialty plates — collegiate, veteran, conservation, and many others — are available for an additional fee, typically $30-$100 plus an annual surcharge. Vanity (personalized) plates incur an extra $40 annual fee.

New residents

If you've moved to West Virginia from another state, the 30-day clock starts when you establish residency. Establishing residency means registering to vote, enrolling children in a West Virginia school, or maintaining a permanent home in the state. Out-of-state vehicles require a VIN verification before first registration, and any out-of-state lien must be transferred to a West Virginia title.
