Getting a West Virginia Driver License

A West Virginia Class E driver license is the standard adult license for non-commercial passenger vehicles. Adult applicants who already hold a valid out-of-state license can transfer it without the road test in most cases; first-time licensees must complete the full application sequence — knowledge test, vision screening, and road test — at a regional WV DMV office.

Eligibility

The minimum age for a Level 3 full West Virginia driver license is 17 years old, after the applicant has held a Level 2 Intermediate License for at least 12 months without any major moving violations. Adult applicants 18 or older can apply for a license without the graduated structure but still need a Level 1 Instruction Permit for at least 30 days, plus a passing knowledge test and road test. Documents required

For a federally compliant REAL ID driver license, bring:

  • One identity and date-of-birth document: certified U.S. birth certificate or valid U.S. passport.
  • One Social Security number proof: SSN card, W-2, or SSA-1099.
  • Two West Virginia residency documents from two different sources, dated within the last 60 days: utility bill, bank statement, lease, mortgage statement, voter registration, or property tax bill.
  • A completed DMV-DS-3 Application for Driver License or Identification Card.
  • If your name has changed since the identity document was issued, certified marriage certificate, divorce decree, or court order showing the change.
  • Proof of legal presence if you are not a U.S. citizen.

West Virginia also issues a non-REAL-ID standard license for residents who don't need the federal mark — the document checklist is shorter, but the card cannot be used as ID at TSA checkpoints.

The 5-year vs. 8-year cycle choice

At issuance, West Virginia drivers ages 21 to 69 can choose between two cycle lengths:

  • 5-year cycle: lower up-front fee, more frequent renewals.
  • 8-year cycle: higher up-front fee, longer locked-in rate.

Drivers under 21 are restricted to the 5-year cycle. The choice can be revisited at every renewal — a driver who chose 5-year at age 25 can switch to 8-year at age 30, or vice versa. Drivers 70 and older are renewed on a 5-year cycle with a mandatory vision screening at each renewal.

Fees

The West Virginia first-time driver license fee is approximately $28.50 for the 5-year cycle and $45.50 for the 8-year cycle. There is no separate test fee — the knowledge test, vision screening, and road test are all included in the application fee. If you fail the road test, the second attempt is free; the third and subsequent attempts incur a re-testing fee of $5.

Knowledge test

The West Virginia knowledge test consists of 25 multiple-choice questions drawn from the current West Virginia Driver's Licensing Handbook. Applicants must answer at least 20 correctly (80%) to pass. The test is computer-based at most regional offices and is offered in English and Spanish. Topics emphasized in West Virginia: mountain-grade braking, school-bus passing rules, the state's "move over" law, winter and ice driving, and the DUI BAC table.

Road test

The West Virginia road test runs about 20 minutes and is administered at a regional WV DMV office or through an approved third-party provider. Applicants must bring an inspected, registered, and insured vehicle for the test. The examiner evaluates:

  • Pre-drive vehicle inspection — turn signals, brake lights, horn, mirrors, defroster, and seatbelt operation.
  • Three-point turns and parallel parking.
  • Backing in a straight line for 50 feet without leaving the lane.
  • Lane changes with proper signaling, mirror use, and head checks.
  • Right and left turns from the correct lane to the correct lane.
  • Stopping at controlled intersections without rolling through.
  • Speed control and lane positioning on a short stretch of higher-speed road.

Common reasons applicants fail in West Virginia: rolling stops at stop signs, missing head checks before lane changes, and over-correcting steering during backing maneuvers.

License delivery

You'll receive a printed temporary license at the regional office that's valid for 60 days. The permanent card is mailed in 2-3 weeks. If you don't receive the card within 45 days, contact the WV DMV's mailing services to request a tracer. The card carries the holder's photo, signature, license class, and expiration date.

Out-of-state transfers

If you've moved to West Virginia from another state, you can transfer your existing license at any regional WV DMV office. Bring your current out-of-state license, the standard REAL ID document checklist, and a vision screening. The road test is waived if your prior license is current and not expired by more than 90 days. The knowledge test is also typically waived for current out-of-state licenses. The transfer fee is the standard new-license fee.
