Other Wisconsin Vehicle Registrations

Beyond standard passenger cars, the Wisconsin DMV registers and titles a range of vehicles that other state DMVs typically don't handle — including boats. Boat registration through the same agency that issues car titles is a Wisconsin quirk that goes back decades. Each category has its own fee schedule, registration cycle, and use rules.

Motorcycles

Wisconsin registers motorcycles separately from cars and requires a Class M motorcycle endorsement on the rider's driver license to operate one legally. The endorsement requires:

  • A separate motorcycle knowledge test, drawn from the Wisconsin Motorcycle Operator's Manual.
  • A motorcycle skills test, OR completion of a Wisconsin-approved Motorcycle Safety Foundation (MSF) Basic RiderCourse.
  • Vision screening at the same visit.

The motorcycle registration fee is approximately $23/year, and Wisconsin requires liability insurance at the same 25/50/10 minimums as cars. The $164.50 title fee and 5% sales tax apply at first titling. Mopeds and motor scooters

Wisconsin defines a moped as a 2- or 3-wheeled motor vehicle with an engine displacement of 50cc or less, a maximum speed of 30 mph, and an automatic transmission. Mopeds require:

  • Title at WisDOT (the $164.50 title fee applies, plus 5% sales tax).
  • Registration with a moped-specific decal.
  • The rider's regular Wisconsin driver license — no Class M endorsement needed.
  • Helmet for riders under 18 (recommended for all riders).
  • Liability insurance.

Larger scooters (over 50cc) are classified as motorcycles and follow the motorcycle rules above.

Trailers

Wisconsin classifies trailers by gross vehicle weight rating (GVWR):

  • Under 3,000 lbs GVWR: registration only, no title required. Annual registration roughly $15-$25.
  • 3,000 lbs and above: both title and registration required. The $164.50 title fee applies; the 5% sales tax applies if there's a sale price. Annual registration runs roughly $40-$200 by weight.
  • Travel trailers and 5th-wheels: title required regardless of weight; registered with RV-class plates.

Recreational vehicles (RVs)

Wisconsin registers self-propelled motorhomes (Class A, B, and C) under the regular passenger vehicle rules but with weight-based fees. A typical Class A motorhome registers for $200-$400 per year. RVs follow the same rules as cars for title and emissions (only relevant in the 7 southeastern counties). Travel trailers and 5th-wheels are registered separately from the tow vehicle but use the same RV-class plates.

Snowmobiles

Wisconsin is one of the leading snowmobile states in the country, with thousands of miles of groomed trails. Snowmobiles must be registered with the WisDOT DMV for both private-trail and public-trail use. Registration is approximately $30 every 3 years for residents, $40 for nonresidents using Wisconsin trails. A trail pass is also required for use on public trails ($30/year). Operators under 12 cannot operate a snowmobile on public trails; operators 12-15 must complete a state-approved snowmobile safety course.

All-terrain vehicles (ATVs and UTVs)

Wisconsin requires ATV/UTV registration for off-road use on public lands and designated trails. Registration is approximately $30 every 2 years. ATVs are not legal on most Wisconsin public roads (limited county-road exceptions for agricultural and trail-access purposes). Operators 12-15 must complete a Wisconsin-approved ATV safety course. Riders under 18 must wear approved helmets at all times.

Boats — registered with WisDOT

Wisconsin is unusual: the DMV handles boat registration alongside cars and trailers. Most other states use a separate wildlife or natural resources agency. Wisconsin's reasoning goes back to the early 20th century, when the same agency that licensed road vehicles was given oversight of motor-driven boats on the state's many lakes. Today, boat registration with WisDOT covers:

  • Motorboats over 16 feet with all motors (gas, diesel, electric).
  • Sailboats over 12 feet.
  • Personal watercraft (PWC) regardless of length.
  • Most rentals and charter boats.

Boat registration is a 3-year cycle; fees range from $30 (under 16 ft) to $70+ for larger craft. A bow sticker is issued; numbers must be displayed on both sides of the bow. Boat trailers are registered separately under the trailer rules above.

Historic and antique vehicles

Wisconsin offers collector vehicle registration for vehicles 20 years or older that are primarily used for parade, exhibition, club activity, and limited recreational use. Collector plates have these rules:

  • Vehicle must be at least 20 years old.
  • Limited mileage — primary transportation use disqualifies eligibility.
  • Annual registration approximately $5/year (one of the lowest in the country for historic plates).
  • Exempt from emissions inspection.
  • Must still meet Wisconsin's insurance minimum.

Specialty plates

WisDOT issues specialty plates for veterans, universities, environmental causes, professional organizations, and personalized vanity plates. Specialty plates carry a one-time setup fee of $15-$50 and an annual surcharge of $5-$20, often with a portion supporting a designated charity or fund.
