Wyoming Intermediate License (Teen Driver)
Wyoming's intermediate license is the middle stage of the state's graduated driver licensing path — between the instruction permit at 15 and the unrestricted Class C license at 17. The intermediate license lets a 16-year-old drive without a supervising adult, but with passenger and curfew restrictions designed to limit the riskiest combinations for new drivers.
Eligibility
To qualify for a Wyoming intermediate license, the applicant must:
- Be at least 16 years old.
- Have held a Wyoming instruction permit for at least 10 days.
- Have completed 50 hours of supervised driving, including 10 hours at night, certified on the parent log.
- Have a parent or guardian sign the financial responsibility affidavit.
- Pass a WYDOT road test.
- Be enrolled in school or have completed high school.
Wyoming's combination of a 10-day permit hold and a relatively low age threshold makes the intermediate license one of the fastest routes to independent driving in the country. The trade-off is that the intermediate stage carries more substantive restrictions than in many neighboring states.
Documents and fee
Bring originals of the documents already used for the permit (birth certificate or passport, Social Security proof, two residency proofs), the parent driving log, the surrendered permit card, and a completed WYDOT-2050 application updated for the intermediate stage. The intermediate license fee is approximately $30; verify on the WYDOT site as fees adjust periodically.
Passenger restrictions
For the first 6 months of the intermediate license, the holder may carry no more than one non-family passenger under age 18, regardless of whether a sibling or parent is also in the vehicle. The restriction does not apply when a parent, legal guardian, or other licensed driver age 18 or older is in the front passenger seat — that supervising adult effectively suspends the restriction for the trip.
After the first 6 months pass without a moving-violation conviction, the passenger restriction lifts and the intermediate driver may carry passengers without limit (subject to seat-belt and gross weight rules).
Curfew
Wyoming intermediate license holders may not drive between 11 p.m. and 5 a.m. unless one of the following applies:
- A parent, legal guardian, or licensed adult 18 or older is in the front passenger seat.
- The trip is to or from work, with employer documentation in the vehicle.
- The trip is to or from a school-sponsored activity, with school documentation.
- The trip is for an emergency, including transporting a sick or injured person.
The curfew applies until the driver advances to a full Class C license.
Cellphone and seatbelt rules
Wyoming bans handheld cellphone use by intermediate license holders. Hands-free use is permitted but discouraged in the manual. All passengers must wear seatbelts at all times — Wyoming's primary seatbelt enforcement rule applies as of all current updates. Texting while driving is illegal for any driver in Wyoming, but the intermediate license carries the additional handheld-cellphone prohibition.
Advancing to a full license
The intermediate license converts to a full unrestricted Class C license when:
- The driver turns 17, regardless of intermediate license history; or
- The driver has held the intermediate license for at least 6 months without any moving-violation conviction, and is at least 16.5 years old.
A moving violation during the intermediate period extends the clean-record clock by 6 months; a serious violation can result in suspension and an extended intermediate stage.
