Getting a Delaware Driver's License

A Delaware Class D driver's license is the standard non-commercial license for cars and light trucks. The Delaware DMV runs all licensing transactions through its four offices in Wilmington, New Castle, Dover, and Georgetown. The application uses form DLA-100, the cycle is 8 years, and Delaware issues only REAL ID-compliant cards — so the document set at the counter is the same one used in every REAL ID state.

Eligibility

The minimum age for a full unrestricted Delaware Class D license is 17, after the driver has held a Class D Conditional License for the required period without violations. Drivers between 16 years 10 months and 17 can graduate to the full Class D license if they have held the Conditional License for at least 4 months without traffic convictions. Adults 18 and older who have never held a license go directly to a Learner's Permit, then to the road test, without the conditional period — but every applicant has to hold the permit for at least 6 months before the road test.

Documents required

Delaware issues only REAL ID-compliant licenses, so every applicant brings the federal document set:

  • One identity document — certified U.S. birth certificate (raised seal), valid U.S. passport, or U.S. permanent resident card.
  • Proof of Social Security number — Social Security card, W-2, SSA-1099, or pay stub showing the full SSN.
  • Two proofs of Delaware residency from two different sources, dated within the last 60 days — utility bill, bank statement, lease, mortgage statement, or insurance bill.
  • Marriage certificate or divorce decree if your current name differs from the name on your birth certificate.
  • A completed DLA-100 Application for Driver's License (signed in front of a Delaware DMV examiner, not before).

Fees

The Delaware first-time driver's license fee is approximately $40 for the standard 8-year Class D issuance, including the knowledge test and one road test attempt. Failed road tests after the first attempt incur a re-test fee. REAL ID issuance is included in the base fee. Verify on the Delaware DMV site, as fees adjust periodically.

Knowledge test

The Delaware knowledge test is 30 multiple-choice questions drawn from the current Delaware Driver Manual. The passing score is 80% (24 of 30 correct). Topics emphasized in Delaware: the I-95 corridor merge rules, school-bus stopping rules (Delaware's stop-arm law is strictly enforced), DUI threshold, the Move Over Law for emergency vehicles, and shared roundabouts that are common in northern New Castle County. The test is offered in English and Spanish; other languages may be available with advance notice. The applicant who fails can retest after one business day.

Behind-the-wheel exam

The Delaware road test runs roughly 15-20 minutes and is conducted at the DMV office where the applicant filed the DLA-100. Examiners evaluate:

  • Pre-drive vehicle inspection (signals, brakes, tires, wipers, mirrors, defroster).
  • Smooth lane changes with mirror checks, signal use, and head check.
  • Backing in a straight line within the lane for 50 feet.
  • Three-point turn or parallel parking (depends on the route).
  • Right and left turns from the correct lane to the correct lane with full stops where required.
  • Stopping smoothly at controlled and uncontrolled intersections.
  • Speed control on residential streets and arterials.

The most common reasons applicants fail in Delaware: rolling stops at stop signs, failure to make complete head checks during lane changes, and improper parallel parking distance from the curb (more than 12 inches is a fail).

License delivery

You leave the Delaware DMV office with a temporary paper license valid for 30-60 days. The permanent card with your photo is mailed in 7-14 business days from the central state vendor.
