DC Vehicle Registration
DC vehicle registration is processed at any of the four DC DMV service centers. New residents have 30 days from establishing DC residency to register a vehicle. Unlike most states, DC charges a 6% excise tax based on vehicle weight class — not a sales tax, and not a percentage of the purchase price.
Where to register
Vehicle registration can be initiated at any DC DMV service center: Brentwood (1205 Brentwood Road NE), Penn Branch (3220 Pennsylvania Avenue SE), or Southwest (95 M Street SW). The Georgetown service center (3270 M Street NW) handles a more limited range of transactions but accepts registration walk-ins for routine cases.
The 30-day deadline
DC requires vehicle registration within 30 days of:
- Establishing DC residency (taking a job, enrolling children in DC schools, getting a DC license).
- Purchasing a vehicle from a private party in DC.
- Buying a new vehicle from a DC dealer (the dealer typically handles the initial registration but the buyer is responsible for follow-up).
Driving an unregistered vehicle past the 30-day window is a $100 to $250 traffic citation. Penalties accumulate quickly when an unregistered vehicle is also uninsured.
Documents required
Bring to the DC DMV service center:
- The vehicle's title, properly assigned by the seller (or a manufacturer's statement of origin for new vehicles).
- A bill of sale or sales agreement showing the purchase price.
- Proof of DC auto insurance meeting the minimum (25/50/10 liability, 25/50 UM, $100,000 PIP).
- The current odometer reading, disclosed on the title or on a separate form.
- Your DC driver's license or other government ID.
- A completed DMV-VR-100 registration application and DMV-VR-200 title application.
- A passing safety inspection certificate (required at first registration; emissions inspection is separate).
Excise tax calculation
DC's 6% excise tax is calculated by vehicle weight class, not by purchase price or value:
- Class I — under 3,500 pounds: 6% of fair market value, with a minimum tax floor.
- Class II — 3,500 to 4,999 pounds: 7% of fair market value.
- Class III — 5,000+ pounds: 8% of fair market value.
- Hybrid and electric vehicles: reduced rates apply (verify on dmv.dc.gov).
The excise tax is paid at registration, not at the point of sale. There is no separate DC sales tax on vehicles.
Other fees
- Title fee — $26.
- Registration fee — $72 for vehicles under 3,500 pounds for a 2-year period; higher for heavier vehicles.
- Inspection fee — $35 at the Motor Vehicle Inspection Bureau (MIB) on Half Street SW.
- Plate fee — $10 to $25 depending on plate type.
Annual emissions inspection
DC requires annual emissions inspection at the Motor Vehicle Inspection Bureau (MIB). Most gasoline vehicles undergo an OBD-II scan; older vehicles run a tailpipe test. Diesel vehicles have separate inspection criteria. Failed inspections require repairs and a re-inspection within 30 days. License plates
DC's standard plate features the slogan "Taxation Without Representation" — a politically charged reference to the District's lack of voting representation in Congress. After registration
The DC DMV service center issues plates and a registration card on the spot when paperwork is complete. The title arrives by mail in 4 to 6 weeks; if a lender holds a lien, the title is mailed to the lender. DC registration runs on a 2-year cycle tied to the owner's birthday.
