Getting a DC Driver's License
A District of Columbia Class D driver's license is the standard adult license for non-commercial passenger vehicles. DC's process is straightforward by big-city standards — most transactions can begin online — but the road test on DC streets is one of the more challenging in the region because of the diagonal avenues, traffic circles, and the volume of pedestrians.
Eligibility
The minimum age for a full unrestricted DC Class D license is 18, or 17 with a clean provisional license held for at least 6 months and no convictions during that period. Adult applicants 18 or older can apply directly without the graduated stages, but still need a learner permit, a passed knowledge test, and a passed road test. New residents from another state or country can transfer a license without the road test if they surrender a valid out-of-state license at any DC DMV service center.
Documents required
For a federally compliant REAL ID DC driver's license — required after May 2025 to board domestic flights — bring originals or certified copies of:
- One identity document — a U.S. birth certificate (with raised seal) or valid U.S. passport.
- Proof of your Social Security number — Social Security card, W-2, or SSA-1099.
- Two proofs of DC residency from two different sources, dated within the last 60 days — utility bill, bank statement, lease, mortgage statement, voter registration, or a recent government letter.
- A completed DMV-100 application form (printable from dmv.dc.gov or completed at the service center).
DC also offers a "Limited Purpose" license tier for residents who cannot prove lawful presence — a non-REAL-ID card valid for driving in DC but not accepted as federal ID for boarding flights.
Fees
The DC Class D original license fee is $47 for an 8-year card (verify current fees on dmv.dc.gov, as they adjust periodically). REAL ID upgrades carry the same base fee. Knowledge-test retakes are $10 each, and a failed road test requires waiting at least one business day before retesting. CDL applicants pay separate, higher fees and complete additional federal medical certification.
Knowledge test
You'll be given 25 multiple-choice questions drawn from the current DC Driver Manual. You must answer 20 correctly (80%) to pass. The test is offered at all four DC DMV service centers in English and Spanish, with additional language options available by request. Topics emphasized in DC: pedestrian right-of-way (DC has high pedestrian volumes), bicyclist sharing rules, the city's diagonal-avenue traffic patterns, traffic circles (Dupont, Logan, Sheridan), and the local school-zone speed limits.
Road test
DC requires a road test for nearly every first-time applicant. The exam runs about 20 to 25 minutes on streets adjacent to the service center and covers:
- Pre-drive vehicle check — signals, brakes, tires, mirrors, defroster.
- Lane changes with head check, signal, and smooth completion.
- Turning from the correct lane to the correct lane, including turns at signal-controlled intersections.
- Stopping smoothly at controlled intersections without rolling.
- Backing up in a straight line for at least 50 feet.
- Parallel parking — a frequent failure point in DC because of curb proximity and tight spacing.
- Negotiating a traffic circle (typically Dupont or Logan, depending on service center).
- Pedestrian and bicyclist awareness.

License delivery
You'll receive a printed temporary license at the service center that's valid for 60 days. The permanent card with the gold star (REAL ID) or the "Not for Federal Identification" marking is mailed within 7 to 10 business days. If the card doesn't arrive within 30 days, contact DC DMV at dmv.dc.gov — about 4% of cards get returned because of address mismatches with the postal database.
