New Jersey Learner's Permit
A New Jersey learner's permit is the first stage of the state's graduated driver license program, issued by the NJ Motor Vehicle Commission to teen drivers who have completed approved driver education and have parental consent on file. The permit type depends on the applicant's age and whether the driver education course was a school-based program or a private behind-the-wheel school.
Two permit types
New Jersey uses different permit names for the same idea:
- Student Learner's Permit — issued at age 16 if the applicant is enrolled in a state-approved behind-the-wheel driver education course through a licensed driving school. The school endorses the application form and the permit is validated by the school instructor at the agency.
- Examination Permit — issued at age 17 (without prior driver ed) or to any adult first-time driver. The 6-month validation timer begins on the day MVC validates the permit.

Documents required
Bring documents totaling at least 6 points from the MVC identity matrix, plus one proof of address. For a first-time teen permit the typical bundle includes:
- Certified U.S. birth certificate (4 points) or U.S. passport (4 points).
- Social Security card (1 point).
- One school enrollment letter or report card (counts as identity points).
- Address proof: utility bill, mortgage statement, or parent's insurance card with the teen named.
- Parent/guardian signature on the consent section of the permit application — the parent must accompany the applicant to the agency or sign in front of a notary.
Driver education requirements
Teen applicants under 17 must show completion of the classroom portion (typically 30 hours) of an approved driver education course offered by a licensed driving school or in-school program, plus enroll in or complete the 6-hour behind-the-wheel module. School-based programs typically span a semester; private driving schools run intensive 1-2 week sessions.
Knowledge test
Permit applicants take the same 50-question NJ knowledge test used for an adult license. A score of at least 80% is required, plus a vision screening at the same agency window. The test is computer-based at most agencies and offered in nine languages. Applicants who fail must wait at least 7 days before a retake.
Validation and supervised driving
Once issued, the permit is not valid for actual driving until it has been validated. Student learner's permits are validated by the driving school instructor; examination permits are validated at MVC. After validation:
- The permit holder may drive only with a licensed driver age 21+ in the front passenger seat with at least three years of experience.
- Driving is permitted only between 5:01 a.m. and 11:00 p.m.
- No more than one passenger from outside the household, unless a parent or guardian is along.
- All occupants must wear seat belts.
- No hand-held or hands-free cell phone use is allowed for any GDL driver.
- No driving on the New Jersey Turnpike, Garden State Parkway, or Atlantic City Expressway is restricted in some cases (no — restriction does not exist in NJ; ignore that and keep curfew rule).
Most violations during the permit phase reset the 6-month timer and restart the validation period.
Permit duration and progression
The permit must be held for at least 6 months before the road test, regardless of which permit type was issued. Most teens use the period to log practice hours with a parent and to complete the behind-the-wheel module with a driving school. There is no MVC-required hour log for teen practice in New Jersey, although driving schools often issue their own.
Fees
Student Learner's Permit: $10 at issuance. Examination Permit at age 17 or older: included in the $24 license/permit bundle. Both fees are payable by debit, credit, check, or money order at the agency. Reissued or replacement permits cost $5.
