Getting a New Jersey Driver's License

The Basic Class D driver's license is New Jersey's standard adult license for passenger vehicles. It's issued by the NJ Motor Vehicle Commission after the applicant clears the state's 6-point identity verification, completes an examination permit period, passes a knowledge test, and passes a road test at a designated MVC inspection station.

Eligibility

A first-time adult applicant 18 or older can apply for a Basic Class D license once the examination permit has been held for at least 6 months and 6 hours of supervised behind-the-wheel driving with a licensed driving school have been logged. Drivers who entered the system through the student learner's permit at age 16 follow a separate teen track that runs through a probationary stage before reaching the Basic license at age 21.

The 6-point ID rule

Every New Jersey applicant has to present documents totaling at least 6 points from MVC's identity matrix. A U.S. passport counts as 4 points; a certified birth certificate counts as 4 points. Secondary documents — Social Security card (1 point), bank statement (1 point), W-2 (3 points), high school diploma (2 points) — fill the remaining points. Proof of address is required separately and does not count toward the 6 points. Examination permit

Adult first-time applicants apply for an Examination Permit rather than the student learner's permit reserved for under-18 applicants. The Examination Permit allows behind-the-wheel practice with a licensed driver age 21+ for at least 3 years and is valid until the road test is passed. The permit fee is included in the license application bundle. The permit must be validated at the agency on the day of issue and signed by the applicant in front of the MVC staff.

Knowledge test

The NJ knowledge test draws 50 multiple-choice questions from the New Jersey Driver Manual. Applicants must score at least 80% (40 of 50 correct) to pass. The test is offered in nine languages at most agencies and includes a vision screening at the same window. Topics emphasized in New Jersey: school-bus passing rules, the move-over law, GDL passenger and curfew restrictions, hand-held phone prohibition, and BAC math.

Required driving practice

Before the road test, an adult Examination Permit holder must complete at least 6 hours of behind-the-wheel instruction with a licensed driving school, plus self-supervised practice with any licensed adult age 21 or older. There is no specific MVC-mandated supervised hour count for adult applicants — that requirement applies to the under-18 student learner track.

The road test

The MVC road test is administered at a state-operated inspection station rather than from a field office. The exam typically runs 10-15 minutes on a closed course or local public roads, depending on the location, and tests:

  • Pre-drive vehicle inspection (lights, signals, horn, mirrors).
  • Three-point turn or K-turn.
  • Parallel parking between cones.
  • Backing in a straight line for 50 feet.
  • Stops at controlled intersections and stop signs.
  • Right and left turns from the correct lane.

Frequent failure reasons in New Jersey: incomplete stops, parallel-parking cone contact, and rolling through the K-turn. Applicants who fail must wait at least 14 days before retaking the test.

Fees and license delivery

The combined fee for a first-time New Jersey Class D license is $24 for the permit and license bundle; REAL ID requires no extra fee but does require additional documents. After passing the road test, the agency issues a paper interim license. The permanent card is mailed within 2-3 weeks. Applicants who don't receive their card within 30 days should call MVC and check that the address on file matches USPS delivery records.
