Other Vehicle Registrations in North Carolina

North Carolina handles non-passenger vehicle registration through the same license plate agencies that process cars and trucks, but the fees, plates, and operating restrictions vary by category. Below is an overview of the categories most NC drivers encounter outside the standard passenger registration.

Motorcycles

Operating a motorcycle in North Carolina requires a separate motorcycle endorsement (Class M) on the driver license. The endorsement is added by passing a written motorcycle knowledge test plus an on-cycle skills test, or by completing the BikeSafe NC or NC Motorcycle Safety Education Program rider course. The endorsement fee is $1.75 per year on top of the standard license fee. Motorcycle registration costs $25.50 a year. Helmets are required by law for all riders and passengers in NC, and the helmet must meet DOT standards. Eye protection is also required unless the bike has a windscreen.

Mopeds

NC distinguishes mopeds from motorcycles based on engine size and top speed. A vehicle with an engine 50cc or smaller, no external shifting transmission, and a top speed of 30 mph or less qualifies as a moped. NC requires moped owners to title and register the moped at any LPA, but no driver license, motorcycle endorsement, or insurance is required to operate it. The title fee is $56 and registration is $26 a year. Helmets are required for moped riders just as for motorcycles.

Trailers

Trailers in NC register by category and weight:

  • Standard utility trailers under 4,000 lbs — $19 a year.
  • Travel trailers — $20 to $46 a year based on length.
  • Boat trailers — $19 a year.
  • Commercial trailers — fee scales by gross weight.

RVs and travel trailers

Self-contained recreational vehicles register as motor homes under a fee schedule based on length and weight. Standard motor home registration runs $46 to $86 a year depending on the size class. Towable travel trailers register as trailers using the length-based fee. Both categories are subject to the annual safety inspection but exempt from the emissions test in the 19 emissions counties. RVs over 26,000 lbs may require a Class B CDL to operate, depending on configuration.

Off-highway vehicles

NC does not require general statewide registration of all-terrain vehicles (ATVs), off-highway motorcycles, or off-road utility vehicles when used exclusively on private property. ATVs operated on designated state forest trails or on the state's WRC-managed game lands require a Wildlife Resources Commission registration, available at any wildlife service agent for $20 a year. ATVs are not permitted on public roads in NC except for limited crossings where local law allows.

Antique vehicles

Vehicles 30 model years old or older qualify for antique vehicle plates in NC. Antique plates carry a one-time registration fee of $46 with no annual renewal required. The trade-off: NC limits antique-plated vehicles to occasional pleasure driving, parades, club activities, repair shop trips, and limited recreational use. Antique plates also exempt the vehicle from the safety inspection. The vehicle must be in original or restored condition with limited modifications.

Specialty and personalized plates

NC offers more than 250 specialty plate designs supporting universities, military service, emergency responders, and conservation programs. Most carry an additional annual fee of $10 to $40 above the standard registration. Personalized plate combinations of up to 7 characters can be added to standard or specialty plates for an additional $30 a year. Apply through any LPA — new plates ship in 4 to 6 weeks.

Disability plates and placards

NC issues disability plates and parking placards at no charge to qualifying drivers. A licensed physician must certify the disability on form MVR-37. Plates renew with the standard registration cycle; placards are issued for either temporary (6 months) or permanent (5-year renewable) periods. Placards transfer between vehicles owned by the qualifying driver but cannot be lent to another person.

Commercial and farm vehicles

Trucks operated for-hire or carrying interstate cargo register through NC's commercial registration system, with fees based on gross weight and combination class. Farm trucks operating exclusively in agricultural use can register at a reduced "farm rate" with a special FT series plate. CDL drivers in either category pay a separate driver license fee schedule on top of registration. The NC DMV's Motor Carrier Section in Raleigh handles IRP and IFTA filings, which are not handled by ordinary LPAs.

Off-road dirt bikes and pit bikes

NC does not register or title vehicles that are sold without manufacturer-installed lighting, horns, mirrors, or other on-road equipment. These are typically off-road dirt bikes, kart-style mini-bikes, and pit bikes. They cannot be operated on any public road or publicly maintained area in NC, and law enforcement enforces the rule strictly on subdivision streets and rural roads.
