NC Vehicle Registration Renewal

North Carolina renews vehicle registration through the Tag & Tax Together program — a unified billing of the state registration fee and the county Vehicle Property Tax in a single transaction. The bill arrives about 60 days before the registration expires, and full payment must clear before the new sticker ships. There is no separate property tax bill; if you don't pay the property tax, you don't get the tag.

The Tag & Tax Together bill

The combined NC renewal bill includes:

  • State registration fee — $38.75 for standard passenger vehicles.
  • County Vehicle Property Tax — assessed on the vehicle's NADA value at the county's tax rate (typically $0.55 to $1.10 per $100 of value).
  • Municipal Vehicle Tax — added in some cities to fund local transportation infrastructure.
  • Highway Patrol fund fee and other minor surcharges.

For a $20,000 vehicle in Mecklenburg County, total Tag & Tax Together typically runs $200 to $300 a year, depending on assessed value and municipal rate. Wake County, Durham County, and Guilford County rates are similar. Rural counties tend to run lower; high-tax cities like Charlotte and Asheville run higher.

The renewal cycle

NC registration expires on the last day of the month listed on the vehicle's plate sticker — typically 12 months from the original registration date. The DMV mails the Tag & Tax Together bill about 60 days before that expiration. There is no formal grace period; driving on an expired NC registration is a citable violation. Late renewal triggers a small late fee plus the next month's worth of property tax accrual.

Renewing online

The NC DMV's online renewal portal (MyDMV) handles standard renewals when:

  • Annual safety inspection has been completed and reported electronically by the inspection station within the last 90 days.
  • The vehicle has cleared the emissions inspection if registered in one of the 19 emissions counties.
  • Insurance is current and verified through the carrier database.
  • No address change is pending.
  • No outstanding lien recording or title work is pending.

The online renewal pays the full Tag & Tax Together bill at once. Pay by credit or debit card; the new sticker mails in 7 to 10 business days. The portal provides a printable receipt that serves as proof of renewal until the sticker arrives.

Renewing by mail

Mail-in renewal uses the bill itself as the form. Sign the back, attach a check or money order for the listed total, and mail to the address printed on the form. Mailed stickers arrive in 14 to 21 business days. Online is generally faster, but mail-in works for drivers without convenient internet access.

Renewing at a license plate agency

An in-person visit to any LPA is required when:

  • You moved within NC and need to update the address before renewal.
  • You need to transfer plates between vehicles.
  • The system rejected an online renewal because of a verification mismatch.
  • You need to complete the annual safety inspection in person at the LPA's same location.

Annual safety inspection

NC requires a passing safety inspection within the 90 days before registration renewal. The inspection costs $13.60 at any state-licensed inspection station. The mechanic checks brakes, lights, tires, steering, exhaust, and seat belts. The station reports the result electronically to the DMV; you do not need to bring proof to the LPA — the database confirms it.

Failed vehicles must be repaired and re-inspected. There is no hardship waiver for the safety inspection in NC.

Emissions inspection in 19 counties

Drivers in Mecklenburg, Wake, Durham, Forsyth, Guilford, Cumberland, Cabarrus, Davidson, Gaston, Iredell, Johnston, Lincoln, Onslow, Randolph, Rockingham, Rowan, Union, and two additional counties must also pass an annual emissions test before renewal. The combined safety+emissions inspection runs $30 at most stations. Vehicles 20 model years old or older are exempt; new vehicles 4 years old or newer are also exempt.

Vehicle Property Tax appeal

If the assessed value on the Tag & Tax Together bill does not match the actual market value of the vehicle, the registered owner can appeal to the county tax office within 30 days of the bill date. Common reasons: high-mileage, mechanical damage, or salvage history. Appeals require photographs, repair receipts, or a third-party appraisal. Successful appeals reduce the property tax owed for that year only — the next year's bill resets to the standard NADA value unless the owner appeals again.

Late renewal

NC charges a small late fee for registrations renewed after expiration. There is no formal grace period; drivers should not assume they can drive on an expired sticker. The Tag & Tax Together payment must still include the full property tax for the year. If the registration is more than 1 year past expiration, the LPA may require additional documentation and current safety inspection.

Plate transfer

NC plates stay with the vehicle by default, but registered owners can transfer plates between two vehicles they both own. The transfer is processed at any LPA for a $20 plate-only fee plus the standard $56 title transfer fee for the receiving vehicle. The departing vehicle's plate is retained or surrendered for cancellation.
