Getting a South Carolina Driver's License

A South Carolina Class D driver's license is the standard credential for non-commercial passenger vehicles. The SCDMV issues licenses on an 8-year cycle, longer than most neighboring states, and requires a behind-the-wheel road test for almost every first-time applicant who hasn't completed an approved certified driver-education program.

Eligibility

The minimum age for a full unrestricted Class D license in South Carolina is 17, and only after holding a Special Restricted License (or earlier Beginner Permit and conditional license) for the prescribed time without certain violations. Adult applicants 18 or older follow a faster path that still requires a beginner permit, written exam, and road test, but skips the graduated steps. Documents required

South Carolina is a federal REAL ID state, and most residents carry the gold-star credential. Bring the following to the SCDMV branch:

  • One identity document — a U.S. birth certificate (with raised seal) or valid U.S. passport.
  • Proof of your Social Security number — Social Security card, W-2, or SSA-1099.
  • Two proofs of South Carolina residency from two different sources, dated within the last 90 days — utility bill, lease or mortgage statement, bank statement, or voter registration.
  • Proof of any name change since the identity document was issued (marriage license, divorce decree, or court order).
  • A completed Form 447-NC — sign in the presence of the SCDMV examiner, not before.

Non-citizens must show valid lawful-presence documents. Licenses issued to non-permanent residents are limited to the duration of legal status.

Fees

The standard South Carolina driver's license fee is $25 for a regular 8-year license. Beginner permits, conditional licenses, and Special Restricted Licenses have separate fee schedules of $2 to $20. Knowledge test

The South Carolina knowledge test is 30 multiple-choice questions drawn from the current SC Driver's Manual. Applicants must score at least 80% (24 of 30 correct) to pass. Topics emphasized in the test:

  • Move-Over Law for emergency and stopped vehicles.
  • School-bus passing rules — South Carolina is strict on the four-lane divided-highway rule.
  • Right-of-way at uncontrolled and four-way stops.
  • Roundabout etiquette, increasingly common in SC corridors.
  • The state's BAC table and Emma's Law ignition interlock summary.

The test is offered in English and Spanish at every branch. Applicants who fail can retest the next business day for no additional fee for the first two attempts.

Behind-the-wheel exam

The SCDMV road test runs roughly 15 to 20 minutes and covers basic vehicle handling on local streets near the branch. The examiner watches for:

  • Pre-drive vehicle checks (signals, brake lights, mirrors, defroster).
  • Smooth acceleration and braking.
  • Lane changes with mirror, signal, and head check.
  • Right and left turns from the correct lane to the correct lane.
  • Two-point or three-point turn in a residential block.
  • Parallel parking is not always required at every branch — confirm with the local office.
  • Backing in a straight line for a short distance.

The most common reasons applicants fail in South Carolina: rolling through a stop sign, failing to scan for pedestrians at intersections, and turning into the wrong lane on a four-lane road.

License delivery
