South Carolina Teen License Stages
South Carolina runs one of the most distinctive graduated driver licensing programs in the country. It includes a rare Conditional License available at age 15 — a daytime-only credential that doesn't exist in most other states — followed by a Special Restricted License at 16 and a full Class D license at 17. Each step has separate eligibility, restrictions, and supervised-driving requirements.
Stage 1: Beginner Permit (age 15)
Every South Carolina teen starts with a Beginner Permit, available at age 15 with concurrent driver education and parental consent. The permit allows supervised driving only, between 6 a.m. and midnight, with a licensed adult age 21+ in the front seat. Stage 2: Conditional License (age 15+)
South Carolina is one of the few states that issues a Conditional License at age 15. It's a step up from the Beginner Permit: the teen can drive unsupervised during daytime hours, but only between 6 a.m. and either 6 p.m. (winter) or 8 p.m. (summer). To qualify, the applicant must:
- Have held a Beginner Permit for at least 180 days.
- Have completed an approved driver-education course.
- Have logged 40 hours of supervised driving, including 10 hours at night, on the official SC driving log.
- Have no traffic violations or convictions in the past 90 days.
- Pass the SCDMV road test.
The Conditional License also requires a licensed adult to be present in the vehicle outside of permitted hours.
Stage 3: Special Restricted License (age 16)
At age 16, with at least 90 days on a Beginner Permit (or current Conditional License) and the same 40-hour driving log completed, a teen can apply for a Special Restricted License (SRL). The SRL is the closest thing to a full driver's license available before age 17 and lets the teen drive unsupervised during most daylight and early-evening hours. Restrictions include:
- No driving between 6 p.m. (winter) or 8 p.m. (summer) and 6 a.m. unless accompanied by a licensed adult age 21+.
- No more than two passengers under 21 in the vehicle (other than family members).
- No cell-phone use, including hands-free, while driving (medical and emergency exceptions).
- The SRL holder must remain conviction-free for 12 months before advancing to a full Class D.
Violations of the SRL can extend the holder's time at this stage and add suspension exposure under South Carolina's point system.
Stage 4: Full Class D License (age 17)
The teen advances automatically to a full unrestricted Class D license at age 17, provided they have held the SRL for at least 12 months without a major violation. The full Class D license has no curfew or passenger restrictions and is otherwise identical to the adult driver's license described on the SC driver's license page.
Document checklist for each stage
For each upgrade, bring:
- The current permit or restricted license.
- The completed 40-hour supervised-driving log signed by a parent or guardian.
- Driver-education completion certificate (if not already on file with the SCDMV).
- Proof of school enrollment or graduation (the "no-pass, no-drive" rule).
- Form 447-NC signed by the parent or guardian.
- Application fee — typically $2.50 to $20 depending on stage.
Insurance for new drivers
South Carolina law requires every household to add a teen driver to the family's auto policy once the teen begins driving on a permit, conditional license, or SRL.
