Registering a Vehicle in New Jersey
Registering a vehicle with NJ MVC requires a title application, registration application, sales-tax payment, and proof of New Jersey insurance — all completed at a vehicle agency that handles registration work. New residents have 60 days from establishing residency to register a vehicle in their name.
When registration is required
- You purchase a vehicle from a New Jersey resident or a NJ dealer.
- You move to New Jersey from another state with a vehicle in your name.
- You inherit, gift, or receive a transferred vehicle from a family member.
- You complete a private-party purchase from an out-of-state seller.
NJ dealers typically handle registration and titling for the buyer at delivery, including the sales-tax payment and temporary registration paperwork. Private-party purchases require the buyer to complete the registration at NJ MVC directly.
Documents required
Bring to a vehicle agency:
- Form OS/SS-7 (Vehicle Registration Application).
- Form OS/SS-2 (Application for Certificate of Ownership/Title) — only if you are also taking title at the same visit.
- Original vehicle title with the seller's signature on the back. New Jersey titles include odometer disclosure space.
- A completed bill of sale if not printed on the title.
- Proof of New Jersey insurance — printed insurance card showing the vehicle by VIN and the policyholder's NJ address.
- Six points of identity documentation (the same matrix used for licensing).
- Proof of NJ address.
- Lien-holder information if the vehicle is financed.
Sales tax
New Jersey sales tax is 6.625% of the purchase price (not the trade-in differential — NJ does not allow trade-in deduction for sales tax purposes the way most states do). Vehicles purchased from a NJ dealer have the tax collected at delivery. Private-party purchases require the tax to be paid at MVC at title transfer based on the bill-of-sale price or NJ MVC's published value, whichever is higher.
Limited exemptions: vehicles transferred between immediate family members at no cost, qualifying disability conversions, and vehicles registered under Urban Enterprise Zone (UEZ) programs in qualifying municipalities (Bayonne, Camden, Newark, and others) may receive a reduced 3.3125% rate at point of sale within the zone.
Registration fees
Fees are based on a weight and model-year table:
- Passenger cars under 3,500 pounds, 5+ model years old: $46.50 per year.
- Passenger cars under 3,500 pounds, current model year: $59.50 per year.
- Heavier passenger vehicles (3,501-7,000 pounds) range $60-$85 per year.
- Electric vehicles: no annual surcharge through 2024 (subject to legislative change).
- Hybrid vehicles: standard passenger fee.
NJ also collects a $5 inspection contribution and a small administrative surcharge at registration.
Proof of insurance
NJ MVC checks at the counter that the policy listed by the applicant is on file with the New Jersey Insurance Identification Database. The policy must show the vehicle by VIN and meet at least the Basic Policy minimums (or the Standard Policy minimums if elected). Out-of-state policies cannot be used for NJ registration even temporarily — the policy must be reissued to New Jersey first. See NJ insurance.
Inspection requirement
Out-of-state vehicles must complete a one-time NJ inspection within 14 days of registration. The inspection is emissions-only at participating central inspection lanes (no safety inspection since 2010). Diesel vehicles, motorcycles, and electric vehicles are exempt from the inspection. License plates
NJ MVC issues two metal plates to passenger vehicles, mounted front and rear. The standard plate is yellow with black letters; specialty and personalized plates are available for additional fees. Plates remain with the owner, not the vehicle, when transferred between cars. Surrendering plates at the end of registration is required to formally cancel the registration and release the owner from insurance-lapse liability.
After registration is complete, the agency issues a paper temporary registration; the metal plate (or transferred plate) is mounted before the driver leaves the parking lot. The permanent registration card is mailed within 4-6 weeks. See NJ title transfer for the title side of the transaction.
