Registering a Vehicle in New Mexico
Vehicle registration in New Mexico is handled by MVD New Mexico through state offices and a network of partner offices. Unlike many states, New Mexico does not impose its general gross receipts tax on vehicle sales; instead, it charges a separate 4% Motor Vehicle Excise Tax at title transfer. The base title fee is $5, and the registration fee depends on the vehicle's weight and the holder's chosen 1-year or 2-year cycle.
30-day deadline
New Mexico law gives new residents and new vehicle owners 30 days from the date of purchase or move-in to title and register the vehicle. Late registration adds a penalty plus interest on any unpaid excise tax, calculated from day 31. New residents bringing a vehicle from another state must also have the vehicle's VIN inspected by an MVD agent or authorized law enforcement officer before titling.
Documents required
Bring the following to the MVD office or partner office:
- The signed title from the seller, with the odometer disclosure section completed (or out-of-state title for newly relocated vehicles).
- Completed MVD-10009 (Application for Vehicle Title and Registration).
- Bill of sale showing the purchase price (used to calculate the 4% excise tax).
- Proof of New Mexico auto insurance meeting 25/50/10 minimums.
- Lien-holder information if the vehicle is financed.
- Photo ID of the registrant.
- VIN inspection certificate for vehicles bought from outside New Mexico.
- Emissions certificate (Bernalillo County residents only, for applicable vehicles).
Motor Vehicle Excise Tax
New Mexico charges a flat 4% Motor Vehicle Excise Tax on the actual purchase price (or fair market value if the price is unrealistically low). The 4% rate applies regardless of the city or county where the buyer lives. New residents who already paid sales tax in another state may receive a credit for that tax against the New Mexico excise tax liability, but the credit cannot exceed the New Mexico amount due.
Title fee and registration fee
The New Mexico title fee is $5, paid one time when a vehicle changes hands. The annual registration fee depends on weight class and the chosen cycle:
- Most passenger cars and light trucks: $27-$62 per year for a 1-year registration.
- 2-year registrations: roughly twice the 1-year fee.
- Heavier vehicles and pickups over 4,500 pounds pay tiered fees that increase with weight.
A small Tire Recycling Fee and a Vehicle Theft Prevention Authority Fee are added to most registrations.
License plates and stickers
The MVD or partner office issues new plates if needed and a sticker for the registration period. New Mexico's standard plate features the "Land of Enchantment" tagline and the Zia symbol. Emissions inspection in Bernalillo County
Bernalillo County (the Albuquerque metropolitan area) operates the state's only mandatory emissions program. Gasoline-powered passenger vehicles registered to a Bernalillo County address must obtain a passing emissions test before registration renewal. Vehicles less than 4 years old, electric vehicles, motorcycles, and vehicles registered outside Bernalillo County are exempt. Emissions testing stations are located throughout the county; the test costs $20-$25 and is valid for the registration period.
Out-of-state transfers
A vehicle being moved into New Mexico needs a VIN inspection, the out-of-state title, proof of New Mexico insurance, and proof of any sales tax already paid (for the credit). The owner has 30 days from establishing residence to complete the transfer. After the transfer, future renewals can be completed online or at a partner office.
Registering a leased vehicle
Leased vehicles are titled in the leasing company's name; the lessee files a Form MVD-10009 and pays the registration fees and excise tax annually. Most leasing companies forward the title and a power of attorney to the lessee so the registration can be completed locally.
