Other New Mexico Vehicle Registrations
Beyond the standard passenger car registration, MVD New Mexico titles and registers a wide range of other vehicle types — trailers, motorcycles, mopeds, RVs, antique vehicles, off-highway machines, and apportioned commercial vehicles. Each category has its own fee schedule, plate type, and renewal rule. Most are processed at the same state offices and partner offices that handle standard passenger car registration.
Trailers
New Mexico divides trailer registration by weight and use. Utility trailers under 6,000 pounds register annually with a flat fee tied to gross vehicle weight rating. Trailers above 6,000 pounds register as commercial trailers and may require apportioned plates if the trailer crosses state lines for hire. Boat trailers and travel trailers fall into separate categories with their own fee schedules. The title fee remains $5 regardless of trailer class, and the 4% Motor Vehicle Excise Tax applies on purchase.
Motorcycles
Motorcycles are registered the same way as passenger cars but with a separate plate format and a slightly lower base fee. The 4% excise tax still applies on purchase. To operate a motorcycle, the rider needs a Class M endorsement on the New Mexico license, which requires passing a written exam and either a road test or completion of a Motorcycle Safety Foundation (MSF) course. The MSF course waiver is the most common path for new riders. Helmets are required for riders and passengers under 18.
Mopeds and motorized scooters
New Mexico defines a moped as a motor-driven cycle with a maximum speed of 30 mph and an engine of 50cc or smaller. Mopeds must be titled and registered with MVD New Mexico, but they do not require a Class M endorsement — any valid New Mexico driver's license is sufficient. Riders under 18 must wear a helmet. Electric scooters fall under various local rules in Albuquerque, Santa Fe, and Las Cruces.
Recreational vehicles (RVs)
Self-propelled RVs (motor homes) register as standard motor vehicles with a separate weight category for vehicles over 7,000 pounds. Towable RVs — travel trailers, fifth wheels, pop-ups — register as travel trailers with a fee schedule tied to length and weight. Both classes use the same titling process at MVD with Form MVD-10009, and both are subject to the 4% Motor Vehicle Excise Tax on purchase.
Antique and historic vehicle plates
Vehicles 26 years or older are eligible for New Mexico Antique vehicle plates. Antique-plated vehicles can only be driven for parades, exhibitions, club activities, occasional pleasure trips, and to and from service. They are not authorized for daily commuting or commercial use. The plate fee is reduced and the registration is valid until ownership changes. Vehicles operating for daily use that simply happen to be older may instead use the standard registration renewal at full fees.
Off-highway vehicles (OHVs)
All-terrain vehicles, utility task vehicles, dirt bikes, and snowmobiles must be titled with MVD New Mexico but are not registered for general highway use. The OHV title fee is $5 and OHV operating fees are paid annually to the New Mexico Energy, Minerals, and Natural Resources Department. Operating an OHV on a paved public highway is generally prohibited; some counties and cities allow limited road crossings or use on designated trail systems.
Apportioned plates (IRP)
Commercial trucks operating in New Mexico and at least one other jurisdiction may register under the International Registration Plan (IRP). The carrier files a single application with New Mexico as the base jurisdiction, declares miles driven in each state, and pays a fee that is divided among the participating states. The MVD's Motor Carrier Services division administers IRP separately from regular state offices; small carriers running fewer than 26,000 pounds GVW may be exempt.
Specialty plates
New Mexico offers more than 100 specialty plate designs — military service, university alumni, charitable organizations, professional groups, and cause-based plates such as wildlife conservation, breast cancer awareness, and Route 66 heritage. Most carry an additional annual fee of $15-$45 above the standard registration, with a portion of the fee directed to the sponsoring organization. Personalized plates are available on most plate types for an additional annual fee.
Disabled person plates and placards
MVD New Mexico issues disabled person plates and removable placards with certification from a licensed physician, advanced practice nurse, or physician assistant. Placards are issued for either permanent (4-year) or temporary (up to 6 months) disability. There is no fee for the placard itself, though standard registration fees still apply if a plate is requested.
