Utah Address & Name Change
A move within Utah, a name change after marriage or divorce, or a return from out-of-state service all require updates to both the driver license record at the DLD and the vehicle registration at the Tax Commission. The two updates run on separate systems — an address change at one agency does not propagate to the other.
The 10-day rule
Utah law requires drivers to notify the Driver License Division of an address change within 10 days of the move. The same 10-day window applies to vehicle registration, but the Tax Commission has historically been more lenient about updates that arrive late. The 10-day rule is rarely enforced as a standalone citation, but an outdated address can cause renewal notices to bounce, court summonses to miss, and toll/citation correspondence to land in someone else's mailbox.
Driver license address change
Three ways to update the address on a Utah driver license:
- Online through the DLD address-change portal. The change is recorded on the driver record immediately. The portal does not print a new card — the existing card stays valid with the old address printed on it — but a sticker can be ordered for an additional fee, or a new card with the updated address can be ordered for $18.
- By mail using the DLD-1 form with the address change box checked, along with proof of new residency.
- In person at any DLD office. In-person updates can include a new card on the spot for the printed-card fee.
If the address change happens at the same time as a renewal, do them together — the new card is included in the renewal fee and the old card is surrendered at the counter.
Vehicle registration address change
The Tax Commission's Motor Vehicle Portal accepts registration address updates online. The change applies to the next renewal notice and to the Tax Commission's mailing list. There's no fee. New residents within the state can also update at any partner office or at a DMV branch counter.
If the move crosses an emissions county boundary — for example, from Tooele County into Salt Lake County — the change registers the vehicle in the new county's emissions program at the next renewal. See registration renewal for the emissions-county map and the inspection schedule.
Name change after marriage or divorce
Utah requires a name change to be supported by an original or certified court document. Bring to a DLD office:
- The current Utah driver license.
- A certified marriage certificate (post-marriage), divorce decree (post-divorce), or court order changing the legal name.
- The replacement card fee (currently $18 for a new license card).
The DLD updates both the printed card and the underlying driver record. The Social Security Administration should be updated first if possible — Utah's record system pulls from SSA for name verification, and a name mismatch between SSA and the DLD will hold up the new license card. After the SSA update, schedule the DLD visit at least 48 hours later so the SSA-DLD reconciliation can complete.
Vehicle title and registration name change
Updating the name on the vehicle title and registration is a separate step. The Tax Commission's process:
- Submit a TC-656 with the new legal name.
- Provide the certified court document supporting the name change.
- Surrender the prior title (or apply for a duplicate — see Utah title replacement — if the original is missing).
- Pay the $6 title fee for the reissued title.
The registration card's name updates automatically when the title changes; the metal plates do not need replacement.
Out-of-state move out of Utah
Moving to another state is the cleanest way to retire a Utah license: do not request a Utah change to the new state's address — instead, apply for a new license in the destination state and surrender the Utah license at that state's counter. Notify the Tax Commission of the move in writing with the plates so the registration record closes; otherwise, Uniform Fee notices and registration mail continue to land at the old Utah address until the records expire.
Voter registration
Utah uses the DLD address as the default address for voter registration through the Lieutenant Governor's office. Updating the license address through the online portal can also update voter registration if the driver opts in during the workflow. Drivers who decline the update need to file a separate voter registration update with their county clerk.
Insurance carrier notification
Update the auto insurance carrier separately. Utah insurers rate by garaging address, so a move within the state can change the premium — sometimes meaningfully, especially when crossing into Salt Lake County from a rural ZIP. See Utah car insurance for the minimum coverage that travels with the vehicle.
