Getting a USVI Driver's License
A U.S. Virgin Islands driver's license is the standard adult license for non-commercial passenger vehicles. The application process is similar to U.S. mainland states, but the road test is fundamentally different: it's conducted on left-side roads, and applicants must demonstrate left-side traffic awareness alongside the standard maneuvers.
Eligibility
The minimum age for a full unrestricted USVI driver's license is 18, or 17 with a clean provisional license held for at least 6 months. Adult applicants 18 or older can apply directly without graduated stages, but still need a learner permit, a passed knowledge test, and a passed road test. New residents from another U.S. state can transfer a license without retaking the road test in some cases — the BMV examiner will assess whether the driver demonstrates left-side road competence before issuing a USVI license. Residents from countries with right-side driving (most of the world) typically take a complete road test.
Documents required
Bring originals or certified copies of:
- One identity document — a U.S. birth certificate (with raised seal), valid U.S. passport, or USVI birth certificate.
- Proof of your Social Security number — Social Security card, W-2, or SSA-1099.
- Two proofs of USVI residency from two different sources, dated within the last 60 days — utility bill, bank statement, lease, mortgage statement, or a recent government letter.
- A completed BMV-1 application form.
If the name on the identity document doesn't match the name you'll use today, bring a certified marriage certificate, divorce decree, or court order linking the names.
Fees
The USVI driver's license fee is approximately $30 for a 4-year card (verify on the USVI BMV site, as fees adjust periodically). Knowledge-test retakes are typically $5 each, and a failed road test requires waiting at least one business day before retesting. CDL applicants pay separate, higher fees and complete additional federal medical certification through reciprocity with FMCSA.
Knowledge test
The knowledge test consists of multiple-choice questions drawn from the USVI Driver's Manual. A passing score is typically 80%. Topics emphasized in USVI: left-side driving rules (passing on the right of slow vehicles, yielding to vehicles approaching from the right at uncontrolled intersections, the asymmetric line-of-sight at left turns), island-specific hazards (steep narrow roads, hurricane debris reporting, livestock crossings), the territory's BAC table, and ferry-related traffic rules where applicable.
Road test
USVI requires a road test for nearly every first-time applicant. The exam runs about 20 to 25 minutes and covers:
- Pre-drive vehicle check — signals, brakes, tires, mirrors.
- Driving on the left side with consistent lane discipline.
- Lane changes with head check, signal, and smooth completion (head check direction is reversed compared to U.S. mainland).
- Right and left turns, with particular attention to left turns (which cross oncoming traffic in left-side driving, the equivalent of right turns on the U.S. mainland).
- Stopping smoothly at controlled intersections without rolling.
- Backing up in a straight line for at least 50 feet.
- Parallel parking — challenging in many island towns because of narrow streets.
- Hill starts on the steep grades typical of St. Thomas and St. John.
Common reasons applicants fail: drifting toward the right side of the road (especially common with U.S. mainland transferees), incomplete head checks, and rolling stops. See related learner permit and provisional license pages for the steps before this point.
License delivery
You'll receive a printed temporary license at the BMV office that's valid for 30 to 60 days. The permanent card is produced and mailed within 4 to 6 weeks (longer for St. John and Water Island residents because of inter-island mail timing). USVI driver's licenses are accepted as identification throughout the U.S. mainland and on domestic flights to and from the territory. Pull a fresh driver record after about 60 days to confirm the license is correctly attached.
