USVI Learner Permit
The USVI learner permit is the legal first step in the territory's graduated driver licensing path. Available from age 16 with parental consent, the permit lets a teen drive with a supervising adult while learning the territory's left-side driving conventions and logging supervised hours required to advance to the provisional stage.
Eligibility
To apply for a USVI learner permit you must be at least 16 years old, have a parent or legal guardian sign a financial responsibility affidavit, and be enrolled in school or have completed high school. The financial responsibility affidavit makes the parent or guardian legally responsible for any negligent acts the permit holder commits behind the wheel. USVI does not require a separate classroom driver-education course as a prerequisite, but most public schools and some private programs offer one.
Documents required
Bring originals or certified copies of:
- A U.S. birth certificate (with raised seal), USVI birth certificate, or valid U.S. passport.
- The teen's Social Security card or other proof of SSN.
- Two proofs of USVI residency in a parent or guardian's name — utility bills, lease, school enrollment letter, or government correspondence within the last 60 days.
- A completed BMV-1 permit application with a parent or guardian signature on the financial responsibility section.
Knowledge test
The permit knowledge test is the same multiple-choice format used for the full driver's license, drawn from the USVI Driver's Manual. A passing score is typically 80%. Topics emphasized in the test reflect island road conditions: left-side driving rules, narrow roads of historic towns (Charlotte Amalie, Christiansted, Frederiksted, Cruz Bay), steep grades and hairpin curves, livestock crossings, the territory's BAC table, and ferry-related traffic patterns.
Vision screening and fee
Every applicant takes a vision screening at the BMV office. Corrective lenses are noted as a permit restriction if needed for passing 20/40. The learner permit fee is approximately $10, and the permit is valid for up to 1 year while the holder works toward the provisional license stage. Renewals are available if the teen needs more practice time before the road test.
Supervised driving requirement
USVI requires the permit holder to log supervised driving hours before applying for a provisional license. The supervising adult — a parent, guardian, or licensed driver age 21 or older — must be in the front passenger seat while the permit holder is driving. The territory does not specify a fixed number of supervised hours in the same way some U.S. states do; instead, the BMV examiner assesses competence at the road test and at any interim check-ins. Most families log 30 to 50 hours of practice including time on different islands' road conditions where possible.
Permit driving rules
While operating under a USVI learner permit, the teen must:
- Have a licensed driver age 21 or older in the front passenger seat at all times.
- Wear a seatbelt and require all passengers to wear one.
- Refrain from cellphone or handheld device use while driving.
- Maintain a 0.00% BAC — USVI's zero-tolerance rule applies to anyone under 21.
- Drive on the left side of the road at all times.

Advancing to the provisional license
Once the teen has held the permit for sufficient time, completed adequate supervised practice, and turned 17, they can apply for the provisional license. The application requires a passed road test on USVI roads, the surrender of the learner permit, and continued parental consent. The provisional license then carries its own restrictions until the teen turns 18.
